Description
This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. Underwater diving services to retrieve broken section of turbine blade, Stockton Power Plant, Missouri. Action was not competed to allow continuity so that retrieval of the broken section may be made by same vendor who discovered & is already familiar with location & orientation of broken piece. Time is of the essence as power operations are currenly interrupted due to the breakage. Contract awarded is for all labor, equipment, materials, and services required to perform an underwater recovery of a failed turbine blade section; and inspection of the draft tube, at Stockton Lake, Missouri Power Plant and Dam. Work requires the use of divers. May require contractor to weld lifting lugs onto blade section to aid in rigging the blade for retrieval. Underwater audio and video footage shall be taken of the blade section removal and draft tube inspection. Includes requirement for contractor to supply a certified crane and operator to remove blade section from draft tube / tailrace.
