Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the National Academy of Sciences (NAS), Washington, D.C. under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements, to Examine and Investigate the Management, Policy, and use of Research Data, Report Information and Recommendations to NIST in the Field of Research Data and Information. This is a sole source requirement as NAS is a unique and highly prestigious source that develops recommendations of the highest scientific merit for the formation of broad scientific consensus. The NAS is an honorific society of distinguished scholars engaged in scientific and engineering research, dedicated to the furtherance of science and technology and to their use for the general welfare. As mandated in its Act of Incorporation, the NAS has, since 1863, served to "investigate, examine, experiment, and report upon any subject of science or art" whenever called upon to do so by any department of the government. A fixed price purchase order will be issued on or about August 3, 2009 with four (4) one-year option periods. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to jennifer.lohmeier@nist.gov. The government will consider responses received by 3:00PM, EST, July 7, 2009. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 541690, and the size standard is $7.0M.
