Description
Recovery Act - Solicitation No. VA245-09-RA-0163. The Department of Veterans Affairs is seeking a construction contractor to design and build Building 501 Air Handler Replacement Phase 2 at the VA Medical Center, 510 Butler Avenue, Martinsburg, WV. Project No. is 613-09-244. Competition for this procurement is a Veteran-owned small business set-aside. The contractor shall provide the design, labor, tools, materials, equipment and supplies to replace the Building 501 Air Handler (Phase 2). The design shall conform to VA guidelines. Completion time is 250 calendar days after receipt of the notice to proceed. The estimated cost range for this project is between $2,000,000.00 - $5,000,000.00. The firm must be a general construction firm approved under NAICS Code 236220 and the size standard is $33.5 Million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of West Virginia. Offers will be accepted only from responsible and responsive contractors. Technical Evaluation Criteria for this solicitation shall be included in the solicitation as follows, 1. Construction Management (includes proposed A/E Firm w/SF330s, Past Performance, Schedule and Price. Award will be made based on the best value to the Government. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading plans and specifications from the FedBizOpps website www.fbo.gov (to access export controlled solicitation, vendor must have an MNPN in CCR, a DUNS number and must be registered in FedBizOpps. A site visit (pre-proposal conference) is rescheduled for July 23, 2009 @ 2pm. Report to the VA Medical Center, Facilities Management Service, 510 Butler Avenue, B308B, Martinsburg, WV 25405. Solicitation documents will be available on our about July 17, 2009. Approximate proposal due date is July 31, 2009. Award of a firm-fixed price design/construction contract is anticipated to be approximately August 27, 2009. There will be no public opening. The proposals will be evaluated and award shall be made utilizing the best value method under FAR Part 15. Firms are advised that award may be made without discussions or any contact conerning the proposal received. Please consult the list of current viewers if you cannot open a file. Procurement is subject to availability of funds.
