- The US Army Medical Research Acquisition Activity proposes to award to R&D Scientific Corp., 272 Route 206 Bldg C, Flanders, NJ, on a sole source basis, a non-personal service contract to provide annual FDA certified calibration and probes of the Datatron Ext System located at the Walter Reed Army Institute of Research, Silver Spring, MD. R& D Scientific has proprietary rights and passwords for the system. Competing this requirement and awarding to any other source would result in substantial delays and disruption of a project already in progress and would also increase the overall cost to the Government. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302-1. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source is capable of meeting the Governments requirements and that competition of the requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. After the publication of this announcement for fifteen (15) days, solicitation W81XWH-09-T-0411 will be posted for three days.
