Description
The 96th Contracting Squadron, Eglin AFB, Florida intends to solicit and award a firm-fixed price contract for the repair of an Eaton Leonard Tube Bending Machine. This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6 and Subpart 13.5, As supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The announcement number is F1T0CW9173A001. The North American Industry Classification System (NAICS) code for this acquisition is 811310 with a size standard of $7.0M. Please identify your business size in your response based upon this standard. This is a 100% set aside for small business. The requirement consists of the following items: EVALUATE AND REPAIR TUBE BENDING MACHINE. IN ACCORDANCE WITH (IAW) PERFORMANCE WORK STATEMENT (PWS) - INCLUDED BELOW. MANUFACTURER EATON LEONARD MODEL VB300HSRH, SERIAL NUMBER VB-30-HS-R-636-MT-10-88. --Performance Work Statement (PWS)- 1. Scope of Work: The service provider shall supply equipment, tools, personnel, training, and the technical support necessary to replace the VE Log Controller with a new Bend Pro CNC Controller for the VB300HSRH Tube Bender (Serial Number VB-30-HS-R-636-MT-10-88). The service provider shall ensure work, services, and operations are in compliance with local, state, and federal laws and regulations. Additionally, the service provided shall comply with security and environmental requirements applicable to the state of Florida and Eglin AFB. 2. Specific Tasks: The service provider shall remove the old VE Log Controller and replace it with a new Bend Pro CNC Controller system. This controller system shall include a new Ritall Stand and a new rack and pinion drive system for Y and B axis with servo motors and drives. All machine wiring, including flexible conduits cord and related hardware, shall be replaced. The C axis encoder shall be replaced with a new encoder. Additionally, the service provider shall ensure the CNC controller system is compatible with the Vector 1 Measuring System and the VB300HSRH Tube Bender currently in use at the 46th Maintenance Squadron (MXS) Structural Repair Section. 3. Parts and Materials: The service provider shall order and procure all parts and materials needed to perform the upgrade. If it is determined that additional parts are required, they will be quoted at that time. All additional items must receive government approval prior to purchase and/or installation. 4. Security Requirements: The service provider shall be required to comply with all security procedures while visiting Eglin AFB. The service provider will be required to submit the full name, social security number, and the date of birth for each individual requesting access to Eglin AFB. The service provider will not be allowed to enter any restricted areas unescorted. The service provider shall ensure that all vehicles operated as part of this requirement fully comply with all U.S. Air Force and Eglin AFB traffic rules, laws, and regulations. 5. The 46th MXS will provide access to the aircraft structural maintenance facility based on notification from the service provider of the dates and times access is required. 6. Additionally, it is required that the equipment to be repaired be fully operational by 15 August 2009. --END- Performance Work Statement (PWS)- The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34, effective 1 July 2009.
