- Description
- The U.S. Forest Service has a requirement for stream rehabilitation work located on the Pisgah National Forest in Henderson County, North Carolina situated on the North Fork Mills River, French Broad River basin. The successful contractor will provide all equipment, labor, materials, tools, supervision, including safety and other incidentals necessary to construct up to four in-stream structures including cross vanes, J-hook vanes (rock or combination log and rock vanes) in the reach from the footbridge downstream to the side channel, reestablish a stable stream bank along 200 feet of bank by constructing a bank full bench using a toe-wood/sod mat structure and sloping back the bank to a 2:1 slope from the bench elevation, plant an area of about 0.2 acres in trees and shrubs to reestablish streamside forest conditions, seed and mulch all disturbed area, and place erosion control matting on approximately 250 linear feet of excavated bank. All in-stream work shall occur between April 15 and October 15 as required by North Carolina Wildlife Resources for brook and brown trout spawning. Equipment operators shall be experienced and competent in the use of the equipment to which they are assigned. They shall be expected to demonstrate a level of proficiency with the equipment which enables them to be productive in all aspects of stream restoration work. Equipment operators shall be certified as successfully completing, at a minimum, the River Restoration and Natural Channel Design Course (Level 4) from Dave Rosgen within the last 5 years. They shall be experienced in the construction of Rosgen designed structures; including the cross vane, J-hook vane, and Toe-wood/Sod mat. The solicitation will be a best value procurement. Past performance, experience and price will be evaluation factors considered in the selection of the successful contractor. The size standard for this unrestricted solicitation, pursuant to the Small Business Competitiveness Demonstration Program, is $33.5 million under NAICS code 237990. The solicitation should be available on this website on or about July 16, 2009. There will be a pre-bid meeting at the site on July 29, 2009 at 10:00 a.m. Details will be included in the solicitation. Contractors are HIGHLY ENCOURAGED to attend the pre-bid meeting. Contractors must register on this site in order to receive notification of changes to the solicitation. The contractor is responsible for monitoring this site for release of the solicitation and any subsequent postings.
