- Description
- The 5th Contracting Squadron requires construction/installation of a certified, crash tested, high security active vehicle barrier system as a reusable, re-settable barrier to safeguard both entry and exit lanes at the Magic City Gate, Minot AFB, ND. The statement of magnitude is between $250,000 and $500,000. The Performance Period is 180 calendar days. The roadway may only be closed for a maximum of 14 consecutive calendar days to allow for installation. Work shall be executed in accordance with the Government Statement of Work. Water and electricity required will be furnished by the Government. The work is not in a restricted area. Liquidated damages will be assessed for late performance. A one-year Warranty of Construction will be applicable to this requirement. The North American Industry Classification System (NAICS) code for this project is 237310 (Highway, Street, and Bridge Construction); The Small Business Size Standard is $33,500,000 in average annual receipts for the last three years. Work consists of removing the existing vehicle barrier system, including the pump house structure and all contained equipment. Providing a design performed by or approved by a registered professional engineer, licensed in the state of North Dakota, which includes a structural analysis of the system placed in, on, or under the road bed. Constructing and installing a new active vehicle barrier system tested and certified by an ASTM Certified anti-ram testing facility to the ASTM standard for M50 testing with a dynamic penetration rating of L2 or better. The new barrier system shall be a Universal Safety Response, Inc. GRAB-300, 30' K12 Active Barrier or equal. Operator training shall be provided for up to 26 personnel. The contractor shall also perform maintenance on the system, to include monthly activation checks for a period of two years. Prior to the expiration of the maintenance period, the contractor shall provide systems maintenance training for up to 8 personnel. The complete solicitation package, which includes the project Statement of Work, will be made available without charge only through the FedBizOpps website at https://fbo.gov/. Anyone wishing to participate in this proposed procurement must obtain their copy from the internet. Copies will not be mailed from the Contracting Office. All amendments will be posted on FedBizOpps. Contractors will be solely responsible for obtaining amendments from this site to keep updated. This project will be solicited as a 100% small business set-aside with the intent to award a Firm-Fixed Price Contract based on "Lowest Price Technically Acceptable" process. Solicitation will be available electronically on FedBizOps on or about 22 July 2009 with an anticipated closing date on or about 22 Aug 2009.
