- NASA/KSC plans to issue a Draft Request for Proposal (RFP) Kennedy Space CenterVisitor Complex (KSCVC) Concession Agreement.The purpose of the DRFP is to invitecomments to assist the Government in developing the highest quality final Request forProposal (RFP). Accordingly, offerors are encouraged to specifically comment on thefollowing:Proposed innovations, improvements and enhancements to the stated requirementsItems that are unclear, ambiguous, or otherwise warrant additional information orclarificationPotential impediments to full and open competition or innovative proposals andapproachesPerceived risk issues associated with the performance of the workBusiness concerns such as financial risks, insurance or indemnificationProposed financial arrangements for determining trust account contributions as describedin the Schedule of Articles 4 and 5 of the DRFP. The NAICS Code and Size Standard are 713110 and $7 Million, respectively. The anticipated release date of the RFP is on or about August 29, 2009 with ananticipated due date for the Relevant Experience and Past Performance Proposal of on orabout 30 days after release of the RFP and with an anticipated due date for the MissionSuitability and Financial Proposals of on or about 60 days after release of the RFP.All responsible sources may submit a proposal which shall be considered by the agency.An ombudsman has been appointed. See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/KSCBusiness Opportunities page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=76 Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). Any referencednotes may be viewed at the following URLs linked below.Responses to the DRFP will have no bearing on subsequent evaluation of proposalssubmitted in response to any resulting formal RFP. The use of ideas, questions, andcomments to structure the final RFP is at the discretion of the Government. The DRFP isnot a solicitation and the Government is not requesting proposals and no response isrequired to maintain eligibility for selection. All comments and questions will beconsidered and may result in changes to the final RFP if appropriate, but individualcomments will not be critiqued and individual responses to questions will not beprovided. All inquiries and comments must be received via email to: chris.pino-1@nasa.govon or before July 24, 2009 at 4:00 PM to be considered.The subject DRFP does not commit the Government to award a concession agreement nor doesit obligate the Government for costs incurred in the preparation and submittal ofproposals in anticipation of a concession agreement.Any subsequent final solicitation will be synopsized prior to its release and publishedon FedBizOpps.
