Description
The Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), Agency for Toxic Substances and Disease Registry (ATSDR), Division of Health Studies (DHS) has a requirement for the Formation of a Community Action Committee and Myeloproliferative Disease (MPD) Patient Support. This procurement is being issued as a total small business set aside under FAR Part 13 - Simplified Acquisition Procedures. Under SAP procedures, the aggregate amount of which does not exceed the simplified acquisition threshold (FAR 2.101). At the time of this requirement the SAT means $100,000.00. C.1 Background and Need - The residents in the recently identified polycythemia vera (PV) cluster area in eastern Pennsylvania have a long history of mistrust with local, state, and federal agencies in the area of environmental public health. Over the next 6 months, at least 6 separate research projects studying the polycythemia vera cluster will begin which will have an impact on the communities. In order to ensure that the communities are informed about the various projects and have the ability to communicate effectively with the researchers, a formal community action committee (CAC) is needed. Currently there is a small group of local residents who have brought attention to the environmental problems in the area and have interacted with state and federal agencies. The proposed CAC will be built around the existing informal group in such a way that the various interests of the community are represented. CAC members will serve on a volunteer basis. It is critical that the CAC has the full support and involvement of the local communities, which can only be assured by an entity with an established connection to the communities and a demonstrated focus on MPD research. The primary mission of the CAC is to represent the community in all interactions with state, federal and private entities conducting MPD-related research in the area. This includes providing information resources and support to local MPD patients regarding access to treatment, clinical trials, and PV research studies. This project is an integral part of a comprehensive CDC response investigating the occurrence, trends, and associated risk factors of PV and other MPDs not only in the cluster area in Pennsylvania but also on a national level. Many of the projects require the support and cooperation of the local community, and thus a well-organized group representing the community's needs and interests is mandatory. The data collected by CDC as a result of this work will allow us to better respond to cancer clusters with suspected environmental origins. In addition, our understanding of the etiology of MPDs and other hematological cancers will be greatly enhanced leading to improved diagnosis, treatment, and prevention of these illnesses. C.2 Project Objectives - 1. Assist with the organization of and support a formal Community Advisory Committee (CAC) representing the communities in the cluster area using the existing informal community group as core members. The purpose of this committee is to receive information from and provide input to various groups involved in environmental and MPD-related research in the area. 2. Provide informational support for MPD patients and their families that includes informing patients on key advances in MPD research, access to treatment and clinical trials, and an interface with government organizations on key patient issues. C.3 Scope of Work - The contractor will provide support for the development and support of a CAC to represent the cluster area population in MPD research-related issues. The CAC will be built around an existing core group in such a way as to represent the various interests of the community. The contractor will conduct an initial assessment of the core group and community to determine the appropriate composition of the CAC and the process by which members and officers are selected. The contractor will also secure an appropriate meeting place; develop and manage a budget; conduct regular meetings; produce reports, minutes and other documents; and assist the CAC in obtaining expert technical advice on relevant environmental health issues. The primary purpose of the committee is to provide a mechanism for communication between the community and various environmental and MPD research groups and organizations. The entire scope of work requirements and evaluation factors will be included in the solicitation. This procurement is being issued as a total small business set aside under FAR Part 13 - Simplified Acquisition Procedures, not to exceed SAT of $100,000. The CDC expects to award one (1) Firm-Fixed Price contract with a period of performance of twenty four (24) months.
