Description
The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with VG Scienta, Inc. in Newburyport, MA for a motorized drive system for a movable frame to allow integration with a VG Scienta R4000#234 Electron Energy Analyzer The National Institute of Standards and Technology operates three (3) beamline laboratories at the National Synchrotron Light Source located at the Department of Energy’s Brookhaven National Laboratory. A VG Scienta R4000#234 XPS Electron Energy Analyzer is used routinely at our U7A beamline. The intention is to purchase a motorized drive system for the movable frame that holds the Scienta R4000#234 to improve the sample throughput and ease of operation of the soft x-ray beamline U7A. It is imperative that VG Scienta provide the motorization system for the moveable frame to allow full compatibility, integration and optimization of the existing VG Scienta R4000 Electron Energy Analyzer. Purchase of any other motorization drive system would comprise the desired accuracy in Electron Energy Measurement and overall state of the art performance. The accuracy of Electron Energy Measurement is essential to deliver the materials characterization innovations produced by the measurements. Motorization of the movable frame for the analyzer incorporates unique proprietary design features that allow integration with the analyzer. No other manufacturer has the needed proprietary design features of the analyzer that will provide the state of the art performance. These two instruments (the analyzer and the motorized frame) must be used together for proper performance in accordance with the original equipment manufacturers guidelines. Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 60 days after receipt of order. The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 14, 2009. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
