Description
Purchase Request #: GSP0609TH0055 Mohawk Contract #: GS27F0031N 1. Identification of the Contracting Activity and the Requiring Agency: The Contracting & Requiring Activity is the General Services Administration, Public Building Services (6PSE) located at 1222 Spruce St. Louis, MO. 2. Nature/Description of action: It is the intent of the General Services Administration (PBS) to purchase approximately 777 yards of Mohawk carpet manufactured by Lees for this location. The basis for sole source is standardization within the Robert A. Young Federal Building. GSA has competed carpet at different times with Mohawk being the winning offeror. GSA has selected 3 carpets to be the building standard for the Robert A. Young Federal Building. The RAY Building currently has Lees, Flamestitch II, color 444 Browntones in multiple areas throughout the building. GSA currently stocks this carpet for replacement of damaged and worn carpet tile in the building. The 777 yards of Mohawk carpet to be added by this order are on an original FSS order in accordance with FSS ordering procedures. The additional carpet will allow us to maintain our building standards within the RAY Building. Only Mohawk can match the existing carpet pattern since they have patented rights to Lees, Flamestitch II, color Browntones 444. The basis for this non-competitive acquisition is that the project scope requires the use of a building standard carpet, supply only. The installation of this product will be competed thru GSA's Indefinite Delivery Indefinite Quantity contract. 3. Description of Supplies and Services: In accordance with agency objectives, the government has a need to procure 777 yards of Mohawk carpet, Lees Flamestitch II, Color Browntones 444. The estimated dollar value of this procurement is $ 19,754.72. 4. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the limited source. The additional carpet will match the building standard. This will allow for economies of scale in purchasing, storage, and maintenance. 5. A determination by the contracting officer that the order represents the best value to the government consistent with FAR 8.404(d). The Contracting Officer has compared the contractor's pricing to historical Field Office data supplying carpet tile. The contractor's proposal costs were also reviewed for cost reasonableness. The Mohawk carpet tile is also a pre-negotiated item on FSS. The costs that the contractor proposes are reasonable based on the aforementioned, in addition to a comparison to the government cost estimate. 6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. Market research was conducted by reviewing the Federal Supply Schedules. It was determined that no other FSS vendor can match the patented design of Mohawk carpet, Lees Flamestitch II, color Browntones 444. 7. Any other facts supporting the justification, such as: Why statements of work or purchase descriptions suitable for full and open competition have not been developed or are not available? As described above, this acquisition will be facilitated using an FSS contract for Mohawk carpet tile that is a RAY Building standard. No other vendor on schedule can provide carpet tile that can match the RAY Building standard of Mohawk carpet, Lees Flamestitch II color Browntones 444. Therefore, the development of a statement of work and/or project descriptions would not promote competition for this particular acquisition. 8. A statement of the actions if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies/services required. It is the policy of this office to follow the requirements of FAR 8.405-1 and 8.405-2 when making FSS program procurements. However, the specific requirements can only be met in this situation by limiting sources in accordance with FAR 8.405-6. 9. Technical and Requirements Certification.
