Description
NASA/GSFC has a requirement for a high resolution multi-channel Laser-InducedBreakdown Spectroscopy (LIBS) instrument. NASA Goddard Space Flight Center is currentlyengaged in a research and development task that requires a LIBS instrument of highspectral resolution over a broad range. One of the major application areas of the LIBSinstrument is the characterization of isotopes of various elemental species requiring aspectral resolution that shall be no larger than 0.1 nanometer in order to distinguishthe peaks of hydrogen and deuterium. The LIBS instrument will also be used to detectelemental concentrations at trace levels requiring its detection sensitivity that is inthe order of parts-per-billion or picograms. To be able to investigate light to heavyelements, the spectral range shall be no narrower than 200 900 nanometers. In order tomaintain the maximum detection capabilities over the specified spectral range, it ispreferred that multiple spectrometers be used with each spectrometer optimized for bestperformance within a given spectral range. The LIBS instrument shall be complete with apulsed laser of medium energy, i. e., 50 mJ, a sample chamber for radiation safety,software to control the experiment and analyze the data, and an imaging module thatenables imaging of the LIBS process.NASA/GSFC intends to purchase the item(s) from Ocean Optics, Inc. pursuant to FAR 13.106,for the acquisition of supplies or services to be reasonably available from only onesource.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon July 10, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
