- Under the authority of Federal Acquisition Regulation Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to negotiate on an other than full and open basis with the following state governments/educational institutions/individuals: AL - Crystal Bonvilian, AK - Greg Williams, AZ - Jessica Smothermon, AR - David Rasmussen, CA - Mary Heim, CO - Elizabeth Garner, CT - Lloyd Mueller, DE - Ed Ratledge, FL - Scott Cody, GA - Terry Landers, HI - Eugene Tian, IL - Mohammed Shahidullah, IN - Matt Kinghorn, IA - Beth Henning, KS - Peter Haxton, KY - Thomas Sawyer, LA - Caroline WaiMan Leung, MD - Hal Sommers, MA - Susan Strate, MI - Kenneth Darga, MN - James Hibbs, MO - Matt Hesser, MT - James Sylvester, NE - Gayle Follmer, NV - Jeff Hardcastle, NH - Joanne Cassulo, NJ - Sen-Yuan Wu, NM - Jack Baker, NY - Jan Vink, NC - Jennifer Song, ND - Richard Rathge, OK - Steven Barker, OR - Risa Proehl, PA - Susan Copella, PR - Lillian Torres-Aguirre, RI - Mark Brown, TN - Randy Gustafson, TX - Nazrul Hoque, UT - Juliette Tennert, VT - William Sawyer, VA - Susan Perrone, WA - Kyle Reese-Cassal, WV - Chris Tiadi, WI - Karl Pearson and WY - Wenlin Liu. All State Governments/Educational Intitutions and their respective individual reviewers are established partners in the Federal-State Cooperative Program for Population Estimates (FSCPE), and will provide technical expertise in reviewing state census data to assist in the development of the 2010 Census counts of population, housing units, and group quarters. This requirement consists of a base period of one year with one, five month option period. The value of each award is estimated at under $50,000.00. Specific tasks include assisting in the design of the 2010 count review process that uses addresses of housing units, assisting with the development of test plans and execution of testing of the 2010 address file based count review, assisting with the 2010 Count Review Program communications in particular with the FSCPE members, develop ArcGIS and address data preparation training for FSCPE members, and assisting in the development of the 2010 Count Review Program FSCPE contract language for the MOU between Census and the States which governs the FSCPE program. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested parties may submit their capabilities statements to Carol Gentry at carol.a.gentry@census.gov, by 3:00 pm on July 16, 2009. This notice is not to be considered a request for proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers may be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative response is received within 15 days from the publication of this synopsis, contracts will be issued to the FSCPE partners without further notice.
