Description
This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NOI9102 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-33). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Small Business Set-Aside. The associated North American Industry Classification System (NAICS) Code is 541850, which has a small-business size standard of $7.0 million dollars. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure newspaper advertisement services from Window Media, LLC. Window Media distributes a free weekly publication disseminated in the Washington, DC metropolitan area that is specifically designed for gays and lesbians, titled The Washington Blade. The demographic and educational reach seem to trend with that of existing volunteers, and this particular segment of the population is very invested in the issue of HIV and AIDS. There is no other known free newspaper in the area that reaches the gay and lesbian community in the DC Metropolitan Area as effectively as The Washington Blade. Advertising with various media sources continues to be instrumental in reaching a wide variety of individuals needed to maintain the number of volunteers needed to complete clinical trials. The period of performance for this agreement will be for a continuous 6 month period from the date of award. The demographic area is limited to the Window Media distribution audience in the Washington DC Metropolitan Area, including Maryland and Northern Virginia. All copies of the draft advertisement are provided to the vendor by the Government. The following factors shall be used to evaluate offers: 1) price and 2) capability to meet required specifications. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are "Destination" and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212.5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders, Commercial Items; FAR 52.225-1, Buy American Act-Supplies; FAR 52.204-7, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.232.34, Payment by Electronic Funds Transfer-Other than Center Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 5:00 P.M. Eastern Daylight Time on Thursday, July 16, 2009.
