Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. SPM4A8-09-R-0056 is hereby issued as a request for proposal (RFP). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The award will be made as a firm fixed price contract. The required performance period is 56 calendar days or sooner after receipt of contract. Line 0001: KEL-T2-20-AC 2-Ton Bridge Crane System Kit, Qty = 3 EACH Line 0002: Training Line 0003: Shipping • Supplies & services shall be in accordance with Purchase Description (PD) DSCR-FAPBB-08-14-1498, available from the buyer upon written request. The identical numerical sequence stated in the Purchase Description must be used in the vendor's proposal. Each response shall include a compliance ("COMPLY") or exception ("EXCEPTION TO") statement AND a narrative description of how the offer complies or of the exception offered. Failure to provide sufficient technical data for evaluation may result in rejection without further consideration. The equipment shall be new and unused, capable of performing its intended function in accordance with the operation and performance requirements specified in the Purchase Description. QAP 215 applies to this requirement. • Delivery location: Norfolk Naval Shipyard, Bldg 268, Code 713, Portsmouth, VA 23709. FOB is Destination. Inspection is at Origin and Acceptance is at Destination. There will be a minimum charge of at least $2,500.00 for each re-inspection that has to be performed by the Government (when inspection has been scheduled and machinery is not ready for inspection). • This is an unrestricted buy. • Award will be made to the lowest-priced, technically-acceptable offer. • The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. • The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. • Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with the offer. • The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. • The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes of Executive Orders-Commercial Items, applies to this acquisition, including: 52.222-50 ALT 1, 52.203-6, 52.219-14, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-13, 52.232-30, 52.232-33, and 52.247-64. • Per DFARS Clause 252.232-7009, Electronic Submission of Payment Request, contractors must submit invoices electronically via the WIDE AREA WORK FLOW (WAWF) online at https://WAWF.EB.MIL. Web-based training is available at http://www.wawftraining.com, and the E-Commerce Support Team can be reached at (866) 618-5988. • This contract is a rated order under Defense Priorities and Allocations System (DPAS) rating DOB90.
