Description
RECOVERY--The U.S. Army Corps of Engineers (USACE), Portland District (NWP) has a requirement for the installation of a slurry wall using a Cement Bentonite slurry to prevent seepage through the Castle Rock Levee. The work consists of earthwork (degrading the levee to a uniform crest); site work including removing existing light poles and concrete bases along with electrical pull boxes to be reused; construction of a seepage cutoff wall composed of wall panels along the alignment shown, using the Cement Bentonite (CB) slurry trench excavation method; levee embankment construction; installation of light pole bases, electrical pull boxes, and conduit (Optional); and placement of riprap. The Cement Bentonite Slurry wall shall be 1700 LF with a typical depth of 40 feet and a minimum width of 30. Since the levee structure is a critical infrastructure and slurry trench construction is a specialty method, the contractor will need to have qualifications showing prior demonstrated success in at least two Cement Bentonite slurry cutoff walls of the same type. The experience will have to be for slurry walls at least 40 feet deep and at least 1,500 feet long. A qualified slurry cutoff wall specialist will also be required to supervise and control the slurry and Cement Bentonite mixing and testing. The main equipment operators (extended reach backhoes) will also need to be qualified by showing they have successfully worked on at least 2 projects of the same approximate size and depth. These qualifications will be required along with references by the owners of the walls worked on by the contractor and operators. A Site Safety and Health Officer (SSHO) shall be provided for all new contracts with this District. For this project, the person that will act as the SSHO is required to have a minimum of 3 years safety work with similar projects and a 30 Hour OSHA construction safety class (or equivalent) taken within the last 3 years. The SSHO may have no other duties for this work except function as the on-site CQC Manager. This solicitation will be available to download on or about July 2, 2009 with bid opening 30 days after issue. The USACE intends to award this contract as a HUBZone competed set aside under the HUBZone Act of 1997. The NAICS Code is 237990 and the small business size standard is $33,500,000.00. The magnitude of construction for this solicitation is between $1,000,000 and $5,000,000.
