Description
Durning the teleconference June 30, 2009 the following questions were asked; 1. Are there Hazardous Material Business Plans and Tracking Spreadsheets? The Field Office will have all documentation on file. If the contractor would like to see some files in advance, after award, they must inform the GSA and we will attempt to accommodate the contractor's needs. Otherwise, all files will be available upon the site visit and walkthrough. 2. Do we will need to walkthrough each tenant space or can we present a general picture of the building's tenancy? You will not need to walkthrough each space. A general picture is fine. You will need to focus on those aspects of the building that provide services to the tenant space. You will walkthrough mechanical spaces, storage rooms, get an idea of the janitorial closets, penthouse, etc. 3. How should we provide the cost estimate? One price per building. The Menlo Park can be grouped into one estimate. 4. What about HazMat Training? The O&M Staff is comprised of contractors and these requirements should be included in their scope of work. The contractors should verify whether training has taken place for whomever handles the storage and disposal of hazardous material. 5. Is there an inventory system like RCRIS? The contracting officers are tasked with purchasing materials and supplies. They may go to the local office supply store and track purchases on an excel spreadsheet. The O&M Staff should have an inventory as well. 6. Are you looking for certifications of the personnel or is experience in the field sufficient? We looking for experience. 7. Previous reports will be provided after award. 8. The previous award was for four buildings with a total of 2,472,000 gross square feet. The cost was $9,214. 9. All standards referenced in the scope of work should reflect the most up-to-date material. 10. How can the contractor come up with an adequate cost if we do not know the date of the building? Please assume that all questions in the protocol apply. The following are the construcation dates for the buildings to be surveyed: 450 Golden Gate Av, SF - 1964 90 7th St, SF - 2007 555 Battery St, SF - 1911 95 Seventh Street, SF - 1905 2500 Tulare St, Fresno - 2005 Menlo Park Complex - 1980 11. The GSA will send a memo to the Field Offices informing them of your visit. The Offices are pretty good at accommodating contractor's schedules. 12. The Menlo Park campus has laboratories onsite. The contractor will not be asked to audit the tenant's operations. The tenants have their own Health and Safety Plan to ensure compliance. If the contractor comes across an issue of noncompliance that is outside of the scope of work, please send an email or give the Contracting Officer a call. 13. Please provide one written copy of your proposal to the Contracting Officer by 4 PM, July 9, 2009. 14 How long would you like the proposals? The proposals should be of an adequate length to relay the company's experience and address any conditions as listed in the scope of work. 15. The contractor will be required to obtain a security clearance. The Field Office will assist in this endeavor. 16. How are the buildings heated? Predominantly, the buildings use electricity and gas; there is very little heating oil. Diesel #2 is used for the backup emergency generators.
