Description
Notice of intent to issue a sole source cost modification to contract HHSS280200800003C to: American Institutes for Research in the Behavioral, 1000 Thomas Jefferson St., NW, Suite 400, Washington, DC 20007 The Child, Adolescent, and Family Branch administers an average of 61 system of care cooperative agreements per year. The authorizing legislation first authorized in 1993 under the Public Health Service Act, Part E Sections 561-565 and was re-authorized under the Child health Act 2000. (Sec. 565 (B)) states, “The Secretary shall….provide to the entity training and technical assistance with respect to the planning, development, and operation of systems of care pursuant to section 290-ff-1 of this title.” The CMHI supports the development of “systems of care” to provide more accessible and appropriate community-based services for children and adolescents with serious emotional disturbance and their families. Training and technical assistance to support and enhance service system development and skill enhancements, as well as the development and dissemination of supporting materials and activities, is critical to advancing the program’s mission to expand and sustain each system of care. Under contract number HHSS280200800003C, supports are provided to the existing system of care communities. Because of the increased number of grants awarded through the increase in appropriation, this contract will be modified to increase the value of this contract to ensure that newly awarded grantees receive the same level of support as those previously funded. The Child, Adolescent and Family Branch (CAFB) continues to identify important areas of services and systems improvements that enhance and support the broad efforts of the CMHI. The purpose of this contract that we are modifying is to support the additional communities funded by the CMHI by (a) implementing a comprehensive, data-driven technical assistance approach to transforming children’s mental health care as well as sustaining system reform efforts made during the grant program; and by (b) developing and disseminating the materials/activities necessary to support key aspects of the Program, including family-driven and youth-guided care, continuous quality improvement and cultural and linguistic competence. This modification will expand the tasks in the first part of this Contract through the enhancement of continuous quality improvement efforts, the development of cultural and linguistic competence activities, the development of documents, the creation of greater awareness of children’s mental health issues, and the dissemination of these critical activities to the grantees that are part of the CMHI. This support translates into a more successful program which strengthens the foundation for service expansion as evidenced by the large number of applicants for this funding. This modification is necessary to provide the same level of support to the additional system of care communities funded as a result of the increase in appropriation is and is intended for Option Year 1 through 4 should the options be exercised. The tasks in this modification, which provide support to system of care communities, are expansions of tasks already underway through the base contract. The American Institutes for Research has experience providing support to system of care communities and developing products which advance the field of children’s mental health, and has the expertise to immediately provide services for the newly funded grantees. The incumbent has demonstrated significant skill, long term positive experience providing support, and responsiveness to the needs of grant funded communities. If we were to seek a new contract for these expanded tasks, the lack of continuity would likely result in duplication of effort for parts of this work, and therefore additional expense to the Government. The American Institutes for Research has demonstrated expert ability to perform the tasks that are expanded through this modification, and they will not require any additional start-up period since they are already familiar with the tasks. Adding an additional contractor at this point will cause undue delays in providing such services to our grantees. The services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (41 U.S.C. 253(c) (1)) only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capabilities received within forty five (45) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contractor based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
