Description
A Market Survey is being conducted to determine if there are interested and qualified Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors for the following proposed project: Construct a 9,300 SF Special Operations Forces (SOF) Military Working Dog Kennel to include kennel administration offices, veterinary exam and surgical suite, locker area, latrines with showers, tack room, food preparation and storage areas, indoor and outdoor kennels, and building utility support areas. Fire detection and suppression, energy management control, unclassified and classified communications networks, intrusion detection, surveillance, and access control systems will be provided. Supporting facilities include all related site-work and utilities (electrical, water, gas, sanitary sewer, and information systems distribution), lighting, parking, curb and gutter, sidewalks, storm drainage, landscaping, antiterrorism/force protection measures (AT/FP), obedience course with apparatuses, exercise and break areas, mobility equipment storage, and other site improvements. Special construction includes sustainable construction features complying with Leadership in Energy and Environmental Design (LEED) Silver. The AT/FP measures include perimeter barriers, access control, mass notification system, laminated glass, and minimum stand-off distances. Access for persons with disabilities will be provided in the kennel administration area. Comprehensive building and furnishings related interior design and audio visual services are required. Contract duration is estimated to be 330 days and with an estimated cost range is between $1,000,000 and $5,000,000, the current target ceiling for this contract is closer to $2,500,000. NAICS is 236220. Size limitation is $33.5M. All interested Small Business, HUBZone small business, 8(a) small business, or Service Disabled Veteran Owned small business contractors should notify this office in writing by mail on or before 13 July 2009, 2:00pm, Eastern Standard Time. Responses should include: (1) Identification as a Small Business or verification of the company by the Small Business Administration, as either a certified HUBZone, certified 8(a), or Service Disabled Veteran Owned Business,, (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Past Experience as a prime contractor provide descriptions of your firms past experience on projects with greater than 75% construction complete or those projects completed within the last 5 years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include: administrative office, warehouse, laboratory, maintenance shop, storage facility. Projects similar in size will include: Greater than 5,000 SF.
