Description
This is a Research and Development (R&D) Sources Sought (RDSS) Notice for MARKET RESEARCH ONLY to determine the availability of biological samples and data to study risk factors for the birth defect known as hypospadias. A genome wide association study (GWAS) is envisioned to examine genetic factors. Environmental factors will be assessed via assay of biological samples and data collected by interview. THIS IS NOT A SOLICITATION FOR PROPOSALS. Therefore, no proposals are being requested or accepted with this synopsis. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential R&D requirement. Small Businesses are encouraged to respond. The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) of the National Institutes of Health (NIH) seeks to identify institutions worldwide that can provide the following (note that this requirement asks for samples that have already been collected): 1. Cases with hypospadias excluding first degree cases with diagnostic details preferably including whether these are syndromic cases, and whether they have other defects (and what they are). Non-chromosomal, non-syndromic cases are preferable. Information on how the cases were identified and diagnosed will be useful. A minimum of 50 cases is needed from each respondent. An appropriate unaffected control population of at least equal size is also needed. The control population should be ethnically matched and the subjects should be approximately the same age as the cases. For all cases and controls, DNA samples, biological samples/ environmental exposure data or both as indicated in sections 2 through 4 are needed. 2. DNA suitable for GWAS analysis from cases and controls. The DNA should be of adequate quality and quantity for GWAS analysis. There will be a technical evaluation of the DNA to confirm that the quality and quantity are adequate. The source (blood, buccal swabs, etc.) and amount of DNA available should be specified. Information on the methods of collection and storage would be helpful. 3. Biological samples for assay of environmental chemicals from the case and control subjects collected at or shortly after birth and/or maternal samples taken during the pregnancy of interest are needed. These may take the form of blood samples, filter paper blood spot samples, prenatal diagnosis samples or others. If samples are available for some, but not all, the cases and controls, this should be noted. 4. Interview data reporting on environmental exposures, socioeconomic status, medical history, family history of birth defects, obstetrical history, teratogen exposure and other relevant events are needed. The type of data that are available and what proportion of subjects have these data should be noted. How long after the pregnancy of interest these data were collected should also be noted. Potential offerors having the skills and capabilities to perform the described project are invited to submit a copy of their capability information addressing the areas cited above to the attention of Alice M. Pagán via email to alice.pagan@nih.gov no later than August 31, 2009 at 5:00 PM (EST). No collect calls will be accepted. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.
