- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) and NESDIS Acquisition Division SAP Team on behalf of NOAA intends to award on a sole source basis to the University of Maine System (inc), for registration payment for attendance to the 6th International Fisheries Observer and Monitoring Conference. The Government believes this vendor is the only source. The associated North American Industry Classification System Code (NAICS) is 611310 and size standard is $7.0. The Government intends to negotiate on a single source basis with the University of Maine System (Inc), in accordance with FAR Part 6 and FAR Part 13, current through Federal Acquisition Circular (FAC) 2005-33. Notwithstanding the Government's intent to negotiate this requirement on a single source basis under the authority of 41 USC 253(1) as implemented by FAR 6.302-1, all responsible sources may submit a statement of technical capabilities which shall be considered by the agency. Information submitted in response to this notice must be in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Responses from this notice may be submitted via email to Gina E. Lee at gina.e.lee@noaa.gov, no later than 12:00 noon July 13, 2009, Eastern Standard Time. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based on responses to this notice is solely within the discretion of the Government. Reference: NFFKST40-9-15667 in your response.
