Description
Statement of Work This is a combined synopsis/solicitation for commercial items in accordance with the Federal Acquisition Regulations (FAR) Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation Number NEEA0000-9-15276 is issued as a request for quotation. The applicable North American Industry Code System code is 541611 and size standard $7.0. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), USEC/HQTR/LA, has a requirement to provide an Event Planner to provide the following services: 1) Identify a meeting hotel in Seattle, Washington; 2) The event planner shall coordinate with the National APEC Office located in Seattle with OSC having final rule; 3) Identify a site and organize a welcoming reception for 60 people on the first evening of the Conference; 4) Identify and prepare a room for 60 with a rectangle shaped table, with 30 around the table and 30 seated behind for the first and second full day; 5) Organize a catered lunch and morning and afternoon snacks for the 1st and 2nd day of the meeting; 6) Organize a catered (buffet lunch) and morning snacks for the 3rd day of the meeting; 7) Obtain information technology needs, including but not limited, to 10 - 15 microphones at the table, one at a podium, power point and projection capability, including screen; 8) Obtain one large banner for platform background according to the APEC guideline rules on use of logo. Placement of industry logos when industry indicates its sponsorship is authorized; 9) Liaison with Industry concerning its interest in hosting either a dinner or the welcoming reception based upon discussion with the Program Coordinator; 10) Obtain one small secretariat staff room with two computers, with internet connectivity, one printer, and sufficient paper and obtain one message board. The Contactor shall also provide on-site staff to: a) Handle registration of the delegates; b) Act as runners in the meeting room to assist in distribution of the documents and undertake other duties as required; c) Handle photocopying and document production; d) Provide information on meeting activities, venues, timetables as required; e) Provide delegates with meeting documentation and material; f) Provide technical assistance as required; and g) Provide general support. The Contractor shall also arrange seating in meeting room in accordance with APEC Guidelines (see page 8 of guidelines at apec.org); prepare nameplates for APEC members, APEC Secretariat, APEC Observers, invited speakers and approved guests; manage web based registration, and assistance to delegates with visa applications; prepare bags for each delegate with APEC logo on each following rules on use of APEC logo; obtain Mobile phones for secretariat and staff (4 maximum); prepare CD's of all delivered power point presentations to distribute to each delegate at end of the meeting; obtain the Per Diem (Government rate) for all delegates, subject to hotel rules on deadlines; coordinate with the APEC Secretariat on the Administrative Circular, which will be distributed to delegates; provide information on late registration and accreditation; provide information on Medical services; prepare identification badges; make appropriate photo copying equipment available; and reserve two mini buses for a field trip for the delegates on the 3rd Day from the Conference Site to the Boeing site (or similar site) and for two or three stops in Seattle to view GPS installations (downtown) and at the port. The period of performance is Dare of Award through June 30, 2010. The resulting purchase order shall be awarded on a best value basis and will be firm fixed price. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items - The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
