- Description
- NASA/Goddard Space Flight Center/Flight Software Branch intends to award a solesource contract to ADGA Group (ADGA) pursuant to 10 U.S.C2304(c)(1), Only One ResponsibleSource. GSFC plans to award a Firm Fixed Price contract with an estimated one-yearperiod of performance.This award is necessary to purchase the Manufacturing andOperations Information System (MOIS) Version 6 software from ADGA to translate the SpaceNetwork (SN) operational procedures. These procedures will input in eXtensible MarkupLanguage (XML) format to the MOIS software to generate Integrated Test and OperationsSystem (ITOS) procedures to be used by the SN thereafter. There is no other knownsoftware to produce the level of traceability and graphical representation of thetranslated operational procedures that MOIS produces. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contract not later than 12:00 PM EST time onJuly 16, 2009 to Eboni Luck via email at Eboni.Luck@nasa.gov. Telephone questions willnot be accepted. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government. The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.An ombudsman has been appointed - See NASA Specific Note "B".Any referenced notes may be viewed at the following URLs link below.
