- Space and Naval Warfare SystemsCenter (SPAWARSYSCEN) Atlanticintends to negotiate a sole sourcecontract with Cognetic Technologies,Inc., 29937 Robbie Lane, Vista, CA.This procurement will provide supportfor the Integrated Shipboard NetworkSystems Increment 1 (ISNS Increment1) and follow-on systems representsthe next generation of Afloat Navynetworks and computing infrastructure.As a Program Executive Office (PEO)Command, Control, Communications,Computers, and Intelligence (C4I) sub-program, ISNS Increment 1 will providea flexible and adaptable enterprise-wide information environmentsupporting the warfighting, intelligence,and business mission areaCommunities of Interest (COI) ondeployable maritime assets anddesignated shore elements.Cognetic Technologies is a servicedisabled, veteran owned smallbusiness with extensive acquisition andprogram management experience inISNS Increment 1 implementation andsustainment. The Contractor shall provide thenecessary technical, financial, andprogrammatic services needed tosupport the SPAWAR Systems Center-Atlantic mission as Technical DesignAuthority for Software Services. Therequirements for Contractor-providedservices in support of acquisition andprogram management, includingrequirements management,architecture standards andspecifications management, planning,budgeting and cost estimation for ISNSIncrement 1.The Contractor shall provide program-level or sponsor-level support asidentified in the individualTask/Delivery Order. Examples ofsupport include, but are not limited to:development and maintenance ofscheduling, resourcing, and costplanning data; development andanalysis of budget alternatives;development and communication ofprogram plans and spend plans;maintenance of current ISNS Increment1 technical and programmaticrequirements, standards, andspecifications; analysis of alternativeand candidate technologies that makeup the reference model and softwareservices product line; maintenance ofcurrent project plans, cost models, riskmanagement plans, and acquisitionplans; coordination of meetings;developing agenda items; attendingmeetings; generating minutes;tracking action items; performingbudget drills and analysis; costestimation; developing WorkBreakdown Structures (WBS) and PlansOf Actions and Milestones (POA&M);and/or recommending policies,doctrine, tactics, and procedures.Program support may requiresignificant coordination and interfacewith various DoD and non-DoDorganizations and activities. A Cost Plus Fixed Fee, IndefiniteDelivery, Indefinite Quantity typecontract is anticipated with a one-yearbase period and four one-year options.The applicable North American IndustryClassification System (NAICS) code is541611 and the size standard is 7million dollars. This notice is not arequest for competitive proposals. Anyresponse to this notice is due no laterthan 13 July 2009.
