- Combined Solicitation RFQ-AG-05H7-S-09-0019 Posted Date: July 1, 2009 Response Date: July 15, 2009 Classification Code: MF-Manufacturer of Goods Set-Aside: Total Small Business NAICS: 115310 Department of Agriculture, Forest Service, R-6 Eastern Washington Acquisition Group, Okanogan-Wenatchee National Forest, 24 West Chewuch Road, Winthrop, Washington 98862. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. RFQ AG-05H7-S-09-0019 is being issued as a Request for Quotations (RFQ) using the policies prescribed in FAR Part 12, Acquisition of Commercial Items, in conjunctions with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15. This solicitation is set aside 100 percent Small Business Set-Aside. The North American Industrial Classification Systems (NAICS) for this acquisition is 115310 and the small business size standard is not to exceed $6.5 million. The Okanogan-Wenatchee National Forest, Wenatchee River Ranger District is contracting for an aquarium trailer designed and built as one unit with self contained water chiller unit, pumps, water filtration system, and dual axle trailer to be made road-worthy. Specifically, this includes one 2,050 gallon lexan acrylic aquarium and trailer, 33 feet in total length, with a tank measurement of 20 feet long, 36 inches wide and the capacity to hold water at a depth of 54 inches. This also includes all electrical work necessary to operate the unit. A travel/storage cover to protect the trailer when traveling and while in storage and an enclosed box attached to the rear of the unit to hold equipment for chilling and cleaning water is required. Specifications for the aquarium are: 20 ft long by 36 inches wide by 54 inches high (this includes at least 20 feet of actual viewing space); ability to hold temperatures 50-53 Fahrenheit for periods up to 7 days which requires a heavy duty chilling unit, filtration system, jacks, travel cover, storage compartment; aquarium will be mounted on a trailer for bumper pulling, including proper trailer hitch, and proper axle strength to insure towing safety; finish paint; decoration on inside floor of aquarium to hide filter system; all electrical work to be finished and presented as one plug in unit; Trailer with aquarium to be delivered to Wenatchee River Ranger District, 600 Sherbourne, Leavenworth, Washington 98826. The preferred date of delivery of the product is September 11, 2009, but delivery shall not be later than September 30, 2009. The pricing shall include cost for delivery. Offerors shall submit the following information with their offer: relevant past performance information showing products produced of a like product including contact information, a proposed progress schedule showing fabrication and delivery timelines, and cost. Federal Acquisition Regulations (FAR) provision 52.212-1, Instruction to Offerors-Commercial applies to this acquisition. Quotations will be evaluated to determine the best value to the Government. The following evaluation factors will be used: Past Performance, fabrication and delivery timelines, and price. FAR provision 52.212-3 Offeror Representations and Certifications-Commercial Items applies to this acquisition. Offerors shall submit a completed copy with their quotation. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items apply to this acquisition. FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition.
