Description
NIEHS Preparation of the Report on Carcinogens Type of Requirement Re-competition (Contact No.N01-ES-35505) This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service disabled, veteran-owned small business; 8(a) small businesses; women-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code 541712 for the proposed acquisition for which the small business size standard is 500 employees. Responses to the information requested will assist the government in determining the appropriate acquisition strategy. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institute of Environmental Health Sciences is requesting information to determine the availability of interested businesses to compete for a contract that will provide support for the preparation of the Report on Carcinogens (RoC) and the background documents used in its scientific review process. The RoC is a Congressionally mandated document that identifies and discusses agents, substances, mixtures, or exposure circumstances (collectively referred to as "substances") that may pose a hazard to human health by virtue of their carcinogenicity. The responsibility for preparing the RoC has been delegated to the National Toxicology Program. (NTP). Substances that are being considered by the NTP for possible listing or de-listing in the RoC (here referred to as candidate substances) are evaluated by a rigorous review process. Each background document summarizes all relevant exposure, regulatory and carcinogenicity information specific for a candidate substance. The goal of this contract is to provide support of NTP hazard identification activities targeted toward the prevention of diseases or adverse effects caused by environmental exposure to chemical or physical agents. The propose contract tasks include: the preparation of the background documents and the preparation of the RoC. Both shall be measured by end products. The Contractor shall conduct literature searches, draft technical summaries or reviews of the literature in textual and/or tabular format, checks the technical accuracy of the information, performs copy and scientific editing, and formats and compiles the information into a background document. For some background documents, the Contractor may need to establish subcontracts with expert consultants (identified by the NTP RoC office) to draft or provide advice for sections in which the Contractor does not have adequate expertise. The preparation of the background document project has two types of end products associated with it; the preparation of the final background documents (average 5 per year) and administrative support for the expert panel meetings (approximately 4 per year). The preparation of the RoC task requires the production of one type of end product; the RoC pre-publication draft. Section 508 compliance will be applicable. Task 1: Requires the completion of two types of end products, each of which represents a different step or subtask. These two end products include: 1) Preparation and delivery of the expert panel drafts and the final background document (average 5 candidate substances per year) - (End product type 1). 2) Administrative support for the expert panel meetings (average 4 per year) - (End product type 2). Task 2: Requires the preparation and delivery of the pre-publication draft of the RoC (estimated not to exceed 3 per the entire contract) - (End product type 3) The RoC is a compilation of substance profiles that describe the carcinogenicity, exposure and regulatory information for each listing, relevant tables, appendices, indexes and supporting documents. The preparation of the RoC, which is the final end product, shall be completed in three phases or sub-tasks. 1) Preparation of substance profiles for new listings 2) Updating substance profiles for current listings 3) Preparation of the preliminary and pre-publication drafts. Interested organizations should submit five (5) copies of their capability statement, not to exceed fifteen (10) pages in length, excluding resumes and standard brochures, for receipt by the agency by 4:00 p.m. ET on July 17, 2009. Capability Statements should clearly convey information regarding the respondents capabilities, including: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. Interested contractors must submit a capability describing their company's experience and ability to perform this effort which includes the following: (1) a summary list of similar work previously performed; (2) the professional qualifications and specific experience of staff who may be assigned to the requirement; (3) resumes for proposed key personnel, including the Principal Investigator/co-PI, which reflect education, and previous work relevant to the proposed requirement; (4) a general description of the facilities and other resources needed to perform the work; and (5) demonstrated ability to carry out the work. Each response should include the following Business Information: a. DUNS b. Company Name c. Company Address d. Company Points of Contact (both technical and administrative), including names, titles, addresses, telephone and fax numbers and Email addresses e. Current GSA Schedule (if applicable) appropriate to this Sources Sought. f. Do you have a Government approved accounting system? If so, please identify the agency that approved the system. g. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) Disclaimer and Important Notes This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a Presolicitation synopsis and solicitation may be published in the Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.
