- This is a Pre-Solicitation Notice: The USDA, Animal and Plant Health Inspection Service (APHIS), intends to acquire construction services for our facility at the New York Animal Import Center (NYAIC) at Rock Tavern, New York. This requirement is for Incinerator Refurbishments. This effort requires the refurbishment for the two incinerators. These repairs shall include but not be limited to installing new refractory linings with a combination of a 4.5 inch firebrick and new castable refractory; installation of new loaders with new loading ram hydraulic cylinders; installation of a new relocated guillotine door hydraulic cylinders; installation of new stack roof flashing; installation of new solid-state control and instrumentation systems with recording capabilities; installation of new tee section on unit 2 stack to mount the draft damper; install new motorized draft control dampers; and other miscellaneous repairs. This requirement also entails other services to include preparation of a new operating manual and certified operator training and installation of a new floor scale and instituting a hand log or electronic log procedure. The Government will provide design documents, drawings and specification of the proposed construction. The contractor shall furnish all plant, labor, equipment, and materials necessary to accomplish the work referenced above. It is anticipated that a single award will be made. All effort shall be completed within approximately seven (7) months (210 days calendar days) after award and the issuance of the notice to proceed. This requirement is Set Aside for Small Businesses which is to be awarded as a fixed price contract. The estimated price range is between $500,000 and $1,000,000. The solicitation, #AG-32KW-S-09-0206, is to be affixed to all documents submitted in reference to this requirement. It is anticipated that the solicitation, AG-32KW-S-09-0206, is to be released on or about July 15 and proposals will be due thirty (30) days after the release of the solicitation. Telephone requests will not be accepted. Paper copies of the RFP and/or amendments will not be issued. The solicitation and any attachments and/or amendments will be made available electronically at the following website address (www.fedbizopps.gov). This procurement is a Small Business Set Aside, NAICS code 236210 (Small Business Size Standard - $33.5 million). The offeror must submit a street mailing address and an email address (if available). All responsible sources may submit an offer which will be considered. Proposals will be due no later than 2:30 p.m. local time on August 18, 2009.
