Description
The Drug Enforcement Administration (DEA) has a requiurement for 1. One (1) DCN-CCU-UL Bosch central control unit; 2. Thirty-Six (36) DCN-DISDCS-D Bosch dual channel discussion units; 3. Fourty-Two (42) DCN-MICL Bosch pluggable mics (6 for interpreters); 4. Four (4) DCN-DISR-SR Bosch high gloss rims; 5. Five (5) Digital -6 Plus Gentner Receivers; 6. Six (6) DCN-IDESK-L Bosch interpreter desk (light) cabled; 7. Six (6) LBB9095/50 Interpreter headphones; 8. One (1) LBB4116/00 DCN installation cables assorted; 9. One (1) LBB4119/00 DCN connectors 25 pairs; 10. One (1) LBB4114/00 Trunk splitter (required after 100m of cable); 11. One (1) LBB4114/00 DCN Tap off unit; 12. One (1) DCN-EPS-UL Extension power supply; 13. Three (3) Tx-37A Genter Transmitters; 14. Shipping charges (if applicagle). INSTALLATION AND INTEGRATION OF ASIMULTANEOUS INTERPRETATION SYSTEMDRUG ENFORCEMENT ADMINSITRATIONDEA TRAINING ACADEMYQUANTICO, VIRGINIA 221341.0 SCOPE: The purpose of this statement of work is to provide specifications for the installation, integration and testing of a turnkey simultaneous interpretation system at the DEA Training Academy at Quantico, Virginia. 1.1 The simultaneous interpretation system hereafter will be called the system. The system shall consist of one control unit capable of performing a minimum of three languages simultaneously to a minimum of fifty-six students. The student or delegate units must contain an all in one microphone, dual channel selector, volume control and headphone jack assembly; six interpreter control units with six interpreter headphones; six microphones with stands if applicable; one radio frequency (RF) type transmitter/receiver system interfaced with the system for multiple portable headphone and receiver packs. Any equipment racks; cabling and any other consoles; stands; mounts; hardware; firmware; software as required by the proposed design. It shall be the contractor's responsibility to ensure the cable, the cable routing, power distribution and receptacles are adequate for the proposed design.1.2 The system shall be installed, tested and ready for full operation thirty days after award.1.3 Incompatibilities and/or inconsistencies between existing audiovisual equipment and the proposed interpretation equipment shall be identified by the Contractor and alternative designs submitted to DEA for consideration. 2.0 REQUIREMENTS: 2.1 The DEA Training Academy requires one system shall be installed and integrated in classroom C-118 and the three interpretation booths, C-118A, C-118B and C-118C, located in the rear of the classroom. Classroom C-118 has perforated metal panel ceilings and level raised floor. DEA requires that the cabling for the delegate (student) units with headphones be run under the raised flooring and modifications made to the floor boxes under each row of tables as necessary to connect to the units on top of the tables in room C-118.2.2 The system control unit and the RF transmitter shall be installed in booth C-118A. In each of the three booths there shall be two interpreter control units, two headphones and two microphones with cables. DEA shall make the final decision on the location and placement of any additional equipment.2.3 The system shall be complete with all necessary end items, accessories and cabling required for installation. All miscellaneous items not specifically identified in this Statement of Work shall be provided by the Contractor to meet the performance requirements as defined. The system shall be fully operational at the time of installation and acceptance without further addition or modification.2.4 All contractor furnished equipment shall be "off-the-shelf" commercial type, except where modifications or fabrications are required to meet specifications contained herein.2.5 The Contractor shall be responsible to design, integrate and furnish the system including all hardware, firmware and software to achieve the capabilities specified in this Statement of Work. The Contractor shall deliver equipment and any software, install the system, demonstrate the system operates as designed and meets the minimum requirements of this Statement of Work. 2.6 Fully competent personnel shall accomplish the design, installation, fabrication, interfacing and testing of the system.2.7 All switches outlets, cables, ports, controls, etc shall be clearly, logically and permanently marked or labeled. All connectors shall be properly terminated.2.8 The Contractor shall furnish and install cables and cable assemblies in tailored lengths to interconnect equipment components.2.9 It shall be the Contractor's responsibility to ensure that the cable, cable routing, power distribution and receptacles are adequate for designed system equipment and installation.2.10 All equipment, materials, and articles incorporated into the work covered by this Statement of Work shall be new and of the most suitable grade for the purpose intended.2.11 The Contractor shall provide on site operator training at DEA's facility for the systems installed. The training shall be scheduled for the period immediately after the systems have been successfully accepted by DEA. At the minimum the training shall cover the operation of the systems, operator's procedures, including software operations for any software furnished by the Contractor and operator troubleshooting. Contractor shall provide all necessary training materials, literature and training aids required for the training. At a minimum the trainees will be provided with a copy of the operator's instruction manual for the equipment installed.3.0 DELIVERABLES:3.1 All operational and technical manuals for all installed equipment shall be given to DEA. In addition all drawings, schematics and diagrams also shall be given to DEA. These drawings, schematics and diagrams shall be complete, correct and uniform for the classroom.3.2 The Contractor shall turn over all technical data and software codes for equipment installed to DEA and DEA will retain all rights to the information. 3.3 The Contractor shall provide a technical response to any trouble calls placed within 24 hours, which shall include but not limited to telephone assistance.4.0 INSPECTION AND ACCEPTANCE:4.1 The Contractor with DEA observing the results shall perform the acceptance test.4.2 All equipment and personnel required to perform the test shall be provided by the Contractor.4.3 Upon successful completion of the acceptance test, the Contractor shall furnish a one-year minimum, warranty for all parts, labor and replacement costs at no additional cost to DEA, starting from the date of system acceptance. Warranty shall cover all on- site and in-shop repairs.5.0 SECURITY:5.1 Contractor shall have DEA clearances in accordance with the level required to support the work or gain access to DEA information. This acquisition will be conducted through the Federal Acquisition Regulations (FAR) Subpart 13 Simplified Acquisition Procedures. A solicitation will not be issued. The North American Industry Classification System Code is 541930. All quotes must be received no later than July 17, 2009, 12:00PM, Eastern Standard Time (EST) (Closing Date). No collect calls will be accepted and no solicitation is available.
