- Description
- This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. This notice is issued by the U.S. Coast Guard (USCG) Maintenance and Logistics Command Atlantic (MLCLANT), Norfolk, VA to identify HUBZONE, 8(A), SERVICE-DISABLED VETERAN-OWNED (SDVO), AND/OR, OTHER SMALL BUSINESS FIRMS capable of providing AIR CONDITIONING MAINTENANCE, REPAIR AND REPLACEMENT SERVICES to be performed at the USCG AIR STATION (AIRSTA) CLEARWATER, CLEARWATER, FLORIDA for a BASE plus NINE OPTION YEARS of 12 months each, not to exceed 120 months, if exercised by the Government, beginning 01 OCTOBER 2009. A solicitation will be issued soon and will be synopsized on the Government-Wide Point of Entry (GPE), FEDBIZOPPS, which may be accessed via the Internet at www.fedbizopps.gov. When issued, the solicitation will appear on the FEDBIZOPPS Web site. It is the potential offeror's responsibility to monitor this avenue for release of any future solicitation or synopsis. The successful contractor shall furnish all labor, management, supervision, parts, equipment, materials, supplies, tools, and transportation necessary to perform the services required. The successful contractor shall be a Florida State Certified Air Conditioner or Mechanical Contractor. The contractor shall be available for repairs 24 hours a day, 7 days a week and 365 days a year, excluding Christmas. Emergency Repairs shall be performed within 6 hours of notification to the Contractor by an approval of the Contracting Officer Technical Representative (COTR). Casualty repair shall be performed within 8 hours of notification to the Contractor by an approval from the COTR. The equipment to be serviced is as follows: total systems/31, total pieces/65, and total ton per system ID/178.9. The applicable North American Industry Classification Standard (NAICS) Code is 238220 (Plumbing, Heating and Air-Conditioning Contractors) with a Small Business Size Standard of $14.0 million. For the calculation of annual receipts and number of employees see parts 121.104 and 121.106 in the SBA Small Business Size Regulations, http://www.sba.gov/regulations/121/. Any interested firm capable of providing these services is requested to respond to the Contract Specialist, Maria L. Negron, via e-mail at Maria.L.Negron@uscg.mil or via facsimile at 757-628-4135, no later than 08 JULY 2009, referencing the following number: SS-AA7329, with the following information: Name of Company and Address; Point of Contact with Phone Number and E-Mail Address; Business Size (small, veteran-owned small business, service-disabled small business, HUBZone, 8(a), Small Disadvantaged business, woman-owned, or large business); applicable Small Business Certification such as HUBZone/8(A) Certification/Status; corporation affiliations; and, potential joint venture partners, teaming partners and major subcontractors. In addition, Past Performance Information and a Capability Statement shall be submitted. Past performance information shall include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Offeror shall furnish this information for at least three (3) contracts, ongoing or completed within the last three years, for like or similar services, held with the U.S. Coast Guard, other Government agencies or private industry. Competition and set-aside decisions may be based on the results of this market research. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33. CCR can be obtained by accessing the Internet at www.ccr.gov or by calling 1-888-227-2423. This notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal; and, it is not considered to be a commitment by the Government nor will the Government pay for information solicited: no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. At this time no solicitation exists; therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. The Government reserves the right to consider a HUBZONE, SDVO, 8(a), small business, or any other set aside arrangement as deemed appropriate for this procurement.
