We are not soliciting new vendors. The original task being modified to support this action was posted on EBUY and competed. This action will be a modification to an existing task FD758IHS13 awarded to Vangent Incorporated located in Fairfax, VA. This modification will accelerate performance on an existing task. Recovery Act Information As required by the American Recovery and Revitalization Act of 2009 (ARRA) and policy established by GSA, this modification shall be a standalone task (FD758IHS13R) to facilitate accurate and positive monitoring of ARRA funds and actions. This unique task will include documentation created as part of the original FD758IHS13T5 task order as modified with ARRA information and clause language as follows: •FAR Case 2009-008, American Recovery and Reinvestment Act of 2009 (the ARRA) -- Buy American Requirements for Construction Materials; •FAR Case 2009-009, American Recovery and Reinvestment Act of 2009 (the ARRA) -- Reporting Requirements; •FAR Case 2009-010, American Recovery and Reinvestment Act of 2009 (the ARRA) -- Publicizing Contract Actions; •FAR Case 2009-011, American Recovery and Reinvestment Act of 2009 (the ARRA) -- GAO/IG Access; and •FAR Case, 2009-012, American Recovery and Reinvestment Act of 2009 (the ARRA) -- Whistleblower Protections. Period of Performance: The task being modified to include this work began in October 2008 for the Base Year and it includes the possibility for 2 option years ending October 2011. Task Order Description: GSA AAS will issue a modification to task order FD758IHS13T5 for the Indian Health Service (IHS) Resource and Patient Management System (RPMS) Clinical Decisions, Population Health and Knowledge Management Enhancements and Maintenance, through GSA’s electronic ordering system (Information Technology Solutions Shop (ITSS)) as a separate task order, number FD758IHS13R, for ARRA monitoring purposes only. It falls within the scope, maintains the same terms and conditions, remains part of the initial order and maintains the same terms and conditions. The vendor will count expenditures on this requirement against the original award ceiling. Applicability to IHS Health IT Recovery Plan The requirements of this modification are to support the projects planned by IHS for ARRA funding. These projects include Health IT systems research, development, modernization, enhancement, and operation. These projects support the IHS mission to improve access, quality, safety and overall health status of American Indian/Alaska Native patients and populations. For over 25 years, the IHS has been a recognized leader in Health Information Technology (HIT). The IHS HIT solution) has been leveraged The RPMS to ensure improvements in patient and population health within IHS and outside of the federal government. The broad objective of this task is to enhance the clinical decision support, clinical performance assessment, and integrated patient and population health management capabilities of the IHS RPMS. These capabilities are in direct support of the IHS Director’s Chronic Care Initiative and other key national healthcare and health information technology initiatives.
