Description
The Centers for Disease Control and Prevention (CDC) Division of Adult and Community Health (DACH), Healthy Aging Program (HAP) intends to issue a sole source purchase order to American Association For International Aging, 4220 Indian Springs NE, Albuquerque, NW 87109-1912, for a document. The selected vendor will identify appropriate data sets with adequate and representative AI/AN samples and to conduct analyses for the purpose of developing two manuscripts for scientific publication. The vendor will provide access to and expertise with these existing data sets as well as topic-specific expertise in the field of AI/AN caregiving in selecting state of the science research questions for the manuscripts. The vendor shall 1)Demonstrate extensive knowledge of AI/AN culture, health, and caregiving in the AI/AN community. This will be demonstrated by evidenced of a strong publication, presentation, and grant track-record; 2) Extensive experience with and access to data sources that will provide national estimates of aspects of the AI/AN caregiving situation, as well as data sources in general caregiving for other population-based surveys; 3) Strong experience analyzing population-level surveys focusing on caregiving and other health-related AI/AN issues; 4) Demonstrate ability to organize and present scientific information into a useable format suitable for publication in a peer-reviewed scientific journal; 5) Extensive prior experience in disseminating scientific findings through presentations and peer-reviewed publications; 6) Possess sound scientific background and the ability to effectively communicate with CDC staff, partner groups, and in professional meetings. Interpersonal skills are required to develop and maintain productive relationships that will ensure successful completion of projects on a multi-disciplinary team. The vendor will provide the following key deliverables 1) The vendor in consultation with the Technical Contact will identify two research questions related to the health and well-being of caregiving for AI/AN elders using existing data sets; 2) The vendor will provide critical articles pertinent to the state of science research questions; provide two sets of statistical analyses with tables, and written descriptions of the methods used. The Technical Experts will be responsible for reviewing and accepting the work provided from the vendor; 3) The manuscripts will be developed and edited in collaboration with the vendor and Technical Contact consistent with the CDC guidelines for authorship (http://aops-mas-iis/policy/Doc/333_695.htm); 4) The vendor will be available as needed for consultation through the review process of the manuscripts in a peer-reviewed journal; 5) Communication between the Technical Contact and the vendor will consist of as-needed telephone calls (at least monthly) until the procurement request end date; 6) Vendor will identify the research questions in collaboration with CDC/DACH/HAP, provide critical articles, conduct and provide analyses with tables, and provide a written method for paper one by October 15, 2009 for review and approval of the Technical Contact; and 7) Vendor will identify the research question in collaboration with CDC/DACH/HAP, provide critical articles, conduct and provide analyses with tables, and provide a written method for paper two by February 15, 2010 for review and approval of the Technical Contact. CDC believes that this requirement can best be provided by only one provider. This procurement will be processed under the authority of FAR 6.302-1 and 6.302-2. Only one responsible source and no other sources will satisfy the Agency's requirements. No solicitation is being issued.
