Description
Electronic procedure will be used for this solicitation. This is a follow-on contract for Contractor Logistics Support (CLS) for the VC-25A aircraft. A Sources Sought Notice was published in FEDBIZOPS for this procurement on 2 May 2008. This effort is required for a combined five months and five years (five month basic plus five one year options) from 01 September 2008 through 31 January 2015. The Government plans to contract for this effort Sole Source with The Boeing Company, 3801 South Oliver Street, Wichita Kansas, 67201 using the statutory authority of 10 U.S.C 2304(c)(6) and regulatory authority found in FAR 6.302-6(a)(2), National Security. Only written or faxed requests directly from the requestors are acceptable. Small business firms or other firms interested in subcontracting opportunities in connection with this acquisition should contact the above firm. All potential responsible sources may submit a proposal for consideration. To obtain a copy of the solicitation potential offerors should contact the buyer/PCO identified herein. The VC-25A fleet consists of two (2) commercial derivative 747-200 aircraft located at Andrews AFB, which have been extensively modified with a unique interior, mission communication system, and air refueling capability. These aircraft are equipped to provide reliable worldwide transportation and communication for the President of the United States. The contract covers management of assets owned by the government and stored in the Contractor Operated and Maintained Base Supply (COMBS), management of engines/APUs, Heavy Maintenance (HM), drop-in unscheduled maintenance, TCTO/service bulletin compliance and installation, engineering services, technical data management, systems integration laboratory, aircraft modification, aircraft strip and repaint, field service representatives, and contractor dispatched field teams for worldwide aircraft support during mission performance. The contractor is also responsible for integration of all modification efforts contracted with other contractors; i.e. L-3 is the sole source contractor for mission communication system (MCS) modifications/upgrades; Boeing Aerospace Office Oklahoma City, OK is the sole source contractor for existing developmental engineering modification efforts; numerous other contractors are responsible for special equipment modifications on the airplane. NOTE: An ombudsman has been appointed to here concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals.
