- Recovery Action: The Recovery Action project entitled “Site Support to the IDIQ EM Contractors at ORNL for Defense Funded Work” involves UT-Battelle, the Management and Operating Contractor for the Oak Ridge National Laboratory (ORNL), providing general site support services for the Environmental Management Contractors performing Defense funded work at the ORNL site under IDIQ contracts. These activities will include the following: 1) Coordination with Laboratory Operations including integration of EM work into overall master plan and schedule for ORNL Central Campus activities, 2) Provide Utility Isolation for facilities to be demolished, 3) Provide a point of contact for establishing RPP interfaces/boundaries for controlling radiological hazards, 4) Provide Fire Protection Engineering review/support for potential impacts on ORNL operations/facilities, 5) Provide ES&H and Technical Support Matter Experts to review impacts on ORNL operations/facilities and ensure that interface points are established and understood, 6) Coordinate Environmental Compliance activities involving site-wide issues, 7) Coordinate site space usage, 8) Provide for Excavation/Penetration Permits, and 9) Provide applicable records/drawings etc. as required to support the IDIQ contractors in their efforts. Rationale for using other than a fixed price and/or competitive award: As the Management and Operating (M&O) contractor, UT-Battelle is responsible for all activities at ORNL and the facilities located at the site. The Statement of Work (SOW) for the ORNL M&O contract primarily addresses the conduct of basic and applied research and development (R&D) to advance scientific knowledge, the nation’s energy resources, national security and environmental quality and to strengthen educational foundations and national economic competitiveness. However, also included in the SOW are requirements for many other non-R&D types of work consistent with the Department of Energy’s mission. The work referenced in this synopsis has been reviewed by the Contracting Officer and determined to be within existing scope. UT-Battelle anticipates numerous subcontracting opportunities for American Recovery and Reinvestment Act (ARRA) funded projects and plans to conduct competitive, fixed-price procurements for much of the work. Many of the subcontracting opportunities will be directed at small businesses.
