- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a firm fixed price sole source purchase order to Colorado Engineering Experiment Station, Inc. of 54043 County Road 37, Nunn CO 80648 for calibration of two (2) High Beta Element (HBE) sensor systems (2 lower volute area) with manually adjustable back pressure valves. The purchase references a test plan for an advanced composite impeller assembly that is distribution limited to DoD and U.S. DoD contractors only. This purchase is not suitable for full and open competition for the following reasons. NSWC PCD conducted a market survey to identify facilities that could calibrate the HBEs with the high flow rates and to the degree of accuracy required. Based upon this survey, Colorado Engineering Experiment Station, Inc. (CEESI) was the only viable option. No other facilities could produce the high flow rates required to calibrate the HBEs with primary air calibration to 0.1% uncertainty and secondary air calibration calibrated to 0.30-0.50% accuracy with traceability to the National Institute of Standards and Technology (NIST) and air flow rates that reach up to 200 lb/sec. Additionally, CEESI has performed calibration of these items in the past, and their knowledge of the required test reduces cost and setup time. Delivery of the calibrated HBEs and certifications will be FOB destination to the Naval Support Activity Panama City (NSA PC) Receiving Office, Building 100, 110 Vernon Ave, Panama City, FL 32407. NAICS Code 541330 applies. FSC is 6625. SBA Size Standard is 1000 Employees. Award will be based on a responsive proposal at a fair and reasonable price. Anticipated award date will be on or about 31 July 2009.
