Description
RECOVERY PROJECT-Construction Project No. R656-09-138-01, entitled 'Repair/Upgrade Roads throughout Campus, Phase 8'. This solicitation is issued as an IFB (Invitation for Bid) construction project, which is 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) firms. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. All bidders must also be registered on www.ccr.gov and https://orca.bpn.gov. The NAICS Code 237310, along with size standard $33.5 million applies. The procurement is entitled 'Repair/Upgrade Roads throughout Campus, Phase 8' at the St. Cloud VA Medical Center, in St. Cloud Minnesota. Contractor shall furnish all labor, materials, tools and equipment required to demolish, repair, and replace existing roadway and parking areas and also add new roadway and parking areas at the VA Medical Center St. Cloud MN. Work to include road milling/reclaiming of existing asphalt and concrete, rebuilding of roads ways, and some new road and parking construction, installation of curb and gutter, installation of minor storm water structures and landscape restoration, and installation of street lights. Work is to be completed in accordance with the contract drawings and specifications. There are two bid alternates. Potential offerors to note the OSHA training requirements as listed in the General Requirements section. Work cannot commence until VA receives proof of required OSHA training. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov ). Bidders are advised that they are responsible for obtaining all amendments. Contract completion time is 365 calendar days after receipt of Notice to Proceed. NO BIDDER'S MAILING LISTS ARE MAINTAINED WITH THE CONTRACTING OFFICER. The estimated dollar value for this procurement is between $1,000,000 and $2,000,000.00. Requests for hard copy solicitation documents must be in writing to the Contracting Officer and accompanied by a nonrefundable check for $20.00 made out to the Department of Veterans Affairs. NO TELEPHONE REQUESTS WILL BE ACCEPTED. All questions must be submitted in writing. The solicitation will be issued on/about July 15, 2009. A pre-bid meeting/walkthrough is scheduled for Wednesday, July 29, 2009 at 2:00PM CT, attendance is not mandatory, but is strongly encouraged. Sealed bid opening is 2:00PM CT (local time) on Monday, August 17, 2009. Electronic and faxed bids will NOT be accepted. This project requires the bidders/contractors to secure bonding. Award is subject to the availability of funds.
