Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15. The Department of the Interior, Minerals Management Service (MMS), intends to competitively award a contract entitled ECO-SPATIAL INFORMATION DATABASE - U.S. ATLANTIC REGION, MID-ATLANTIC PLANNING AREA. The MMS, Procurement Operations Branch, is the contracting office for this procurement and the resultant contract administration. All vendors must be registered in the Central Contractor Registration (www.ccr.gov) in order to receive Government contracts. The Government intends to award a cost reimbursement type contract for the effort described herein but may consider other proposed types if determined appropriate. The applicable NAICS Code is 541620, Environmental Consulting Services, and the work is multi-disciplinary. The contractor must be capable of performing all of the tasks described below. The period of performance of the resultant contract is anticipated to be not more than 30 months. The study area includes the North Atlantic, Mid-Atlantic, and South Atlantic MMS Planning Areas from State waters out to the extent of the U.S. exclusive economic zone. BACKGROUND: The MMS has conducted little research in the Atlantic region. Most of the past work has been site specific and targeted rather than focused on broad geographic scales. With new activity in alternative energy likely to occur in the MMS Atlantic Planning Areas and the possibility of new oil and gas activity, MMS needs comprehensive information about the ecology of the U.S. Atlantic region. Background material and geographical information system (GIS) based maps that overlay many types of information are needed for MMS to make critical decisions about Bureau-regulated activities, such as permitting and siting of development. PURPOSE: The purpose of this study is to compile existing sources of information to produce a database containing ecological and spatial information for the Atlantic Planning Areas. This EcoSpatial Information Database (ESID) will reference ecological information sources, describe their geographic coverage, and contain associated spatially referenced data from those sources. Information sources will be catalogued for their geographic coverage and type of ecological information. Associated relevant geospatial data sets will be extracted from sources. The ESID data will include biologic data for benthic habitats, distributions of species, commercially important species, migratory pathways, and spatial and temporal distribution and habitat use for fish, marine mammals and turtles. Environmental data such as topography, sediment, salinity, temperatures, currents, and others will also be included. The ESID database will provide the foundation for an ecosystem-based approach to management for the Atlantic Planning Areas. Ecology (by definition) deals with the interaction of living organisms with their environment. This encompasses both plants and animals as organisms and their relations to all aspects of the environment such as sediment, water quality, currents, irradiance, etc. It also includes the interaction of organisms with each other. All these components of ecology must be considered in ecosystem-based management of the Atlantic Planning Areas and will be incorporated into ESID. This project will support ecosystem-based management of activities permitted by MMS in the Atlantic Planning Areas by compiling ecological information resources and associated data into a searchable database with a GIS interface. Ecological data will be referenced to spatial layers, source documents, and metadata. OBJECTIVES: The objectives of this project are: (1) collect all documents, data, and GIS spatial layers relevant to the ecology of the U.S. Atlantic Region; (2) create an annotated and georeferenced bibliography; (3) extract ecological data from the documents for select geographic areas (4) create comprehensive metadata; (5) create a geodatabase and (6) create a GIS desktop interface to access the data. Relevant documents and book chapters must be digital files with character recognizable text, not picture scans (raster images). Documents and data not available digitally must be scanned for electronic incorporation into the database.
