Description
The Department of Veterans Affairs Center for Acquisition Innovation (CAI) on behalf of the Veterans Health Administration (VHA) intends to issue an unrestricted solicitation to the Federal Business Opportunities website for Utilization Criteria. The applicable NAICS code is 813920 with a small business size standard of $7.0M. Preference will be given to SDVOSB and VOSB concerns. The solicitation will result in the award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The period of performance shall consist of a base year and four option years. The Veterans Health Administration (VHA) in the Department of Veterans Affairs (VA) has moved from an institutional model of care to a community-based model with more than 1,300 sites of care including 153 hospitals, 700+ community and facility-based outpatient clinics and 135 nursing homes. In addition, VHA has shifted emphasis to an outpatient system focused on prevention of disease, early detection, health promotion, and easier access. VHA is committed to a healthcare system that treats its patient population effectively, efficiently, and appropriately. This means being responsible for the efficient use of resources and ensuring that each veteran receives consistently reliable, high-quality care in the optimal setting along the care continuum and appropriate care delivery intervals. The current focus of the VHA Utilization Management (UM) Program is inpatient care with plans to expand the program across the continuum of care. Under the national UM program, VHA's objective is to procure the services of a vendor who can provide evidence-based UR criteria, educational resources, the technical architecture to seamlessly interface automated criteria with the VA National Utilization Management Integration (NUMI) system, technical expertise, customer support, and a track record of success to support VHA in administering its national UM program. The Contractor shall provide Corporate Licensing Agreements for all VA users to access evidence-based utilization review criteria. All prospective offerors must have a Commercial and Government Entity (CAGE) code, be registered with the Central Contractor Registration (CCR) at http://www.ccr.gov, and VETS 100 at http://vets.dol.gov/vets100/. There will be an electronic solicitation release. A written Request for Proposals (RFP) will be posted on or about August 12, 2009 for download on the FedBizOpps website under solicitation title: Utilization Criteria. No offers are being requested at this time. No paper copies of the solicitation will be issued. All amendments to the solicitation will be posted to this FedBizOpps website. Contractors are cautioned to check this website for amendments. No solicitation mailing list will be complied. The Contractor is responsible for all costs for producing and submitting its proposal.
