Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W91QF4-09-R-0025 and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-31. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430 with a small business size standard of $7,000,000.00. This requirement is a Service Disabled Veteran Owned Small Business set-aside and only qualified offerors may submit proposals. This requirement includes the following items: CLIN 0001 for MSAF Coaching Support, CLIN 0002 for Travel and CLIN 0003 for Contractor Manpower Reporting. SCOPE. The contract shall provide virtual coaching to support CALs mission of integrating and implementing the Army-wide MSAF program. PERFORMANCE REQUIREMENTS. The contractor shall perform the following tasks: 5.1 Conduct Coaching Sessions: Coaches shall provide confidential, individual one-on-one feedback to participants that will enable each participant to capitalize on the results of his or her MSAF results. Coaches shall provide well-prepared, tailored and confidential feedback for each participant during his or her scheduled coaching session. (If the participant does not grant a coach access to his or her MSAF feedback report, the coach shall conduct a generic developmental counseling session.) Virtual coaching for this work uses a mode of contact other than face-to-face; typically virtual coaching will be done via phone contact. Face-to-face coaching is not prohibited under this effort, though exclusive face-to-face coaching is not expected as it would be cost prohibitive to apply to all locations where Army leaders are located. In contrast to the definition of coaching used in leadership doctrine (FM 6-22) MSAF coaches will conduct developmental-type counseling but will not be in the leaders chain of command and the coaching/counseling will not involve a leaders performance evaluation. Also in contrast to doctrinal definitions, MSAF coaches will not guide leadership skills directly during the time when those skills are performed or practiced. MSAF coaches provide advice and feedback to help the individual leader be self aware and oriented on attainable leadership improvement. 5.1.1. Coaches shall guide participants through the information presented in the MSAF feedback report, provide substantive comments on the analysis and provide the participant assistance in addressing identified developmental needs. A coach shall review the feedback report - if made available by the individual to be coached prior to the coaching session and perform comprehensive interpretation. The coach shall identify trends not only within categories (like competencies or instrument scales) but across items and comparisons to normative data. The preferred method is for coaches to draw an understanding of the feedback from the participant, enabling the participant to internalize the feedback. In contrast to executive coaching in the private sector, MSAF coaching is constrained greater by time and the need to interact with a potentially large pool of leaders. Prior MSAF coaching sessions have been 60-90 minutes in length with only a few follow-up sessions conducted. 5.1.2. Coaches shall use appropriate current and updated MSAF program capabilities and shall recommend developmental actions or improvements matched to a leaders needs. Coaching shall provide guidance that defines specific leader actions to address developmental strengths and needs to support the recipients creation of an Individual Development Plan (IDP). Provisions for guidance shall be prepared ahead of time and shall use the current version of the MSAF developmental action guide (see enclosure) (or developmental improvements guide, a planned improvement to the developmental action guide). The developmental action guide aligns developmental areas for the leader to study on leadership competencies and skills. The coaches shall direct the leader to specific study references, training materials, and practice exercises all aligned to developmental needs. The IDP is a way to document the developmental need areas and ways to address the needs. Completing the IDP represents an immediate action that can help the individual commit to improvement; the IDP is not the ultimate goal of coaching. Coaching intends to help the individual process feedback, develop a richer understanding of capabilities, and help improve beyond current capabilities. Coaching should help the individual fill in gaps in understanding and action and should help the individual understand that continued development is important and improvement is attainable. Coaching can assist with specific leadership concerns the individual has as well as general skill improvement. Some concerns may arise that are outside a leadership focus, in which case coaches should be prepared to refer the individual to other means of counseling or advice that the Army supports. 5.1.3. Coaching sessions shall be confidential and comply with privacy procedures. Coaches shall honor the privacy rights of the individual and not divulge to any other source specific information that can be tied back to the individual. 5.1.4. Coaching shall be tailored to the level and experience of the individual leader. A new leader can be expected to have different developmental and performance concerns than a seasoned leader with twenty years of experience. The type and focus of coaching shall be adjusted to the rank of the leader. The experienced leader can be expected to have more situations in which they have obtained intrinsic and extrinsic feedback. For experienced leaders, coaches shall be prepared to explore patterns and tendencies across a career and shall provide advice that is more tailored to the individual. The contractor shall also be prepared to conduct coaching to support specific organizational requests from Table of Distribution and Allowances (TDA) and Modified Table Of Organization & EquipmentMTOE organizations. TDA organizations are institutional organizations of the generating and sustaining bases; while MTOE units consist of operating forces, such as brigade combat teams. Individual unit or organizational commanders may have an area of emphasis or theme that they desire to promote in their unit. Such themes might include topics like preparing for next higher assignment, full engagement of leaders, work-life balance, Army values, preparing for deployments, and improving unit climate, and so forth. Coaches shall assist the unit or organization in identifying ways to apply MSAF and the coaching process to promote a commanders area of emphasis. 5.1.5. Scheduling of coaching sessions with a coach and a leader shall be facilitated using standard software tools such as Microsoft Outlook or Appointment Plus, ScheduleView, Client Appointment Manager, etc. 5.1.6. Priority for coaching sessions shall be 1) initial sessions for MTOE personnel; 2) follow-up sessions for MTOE personnel; 3) coaching for TDA organizations by request; 4) coaching for self-initiated participants; 5) professional development of MSAF coaching techniques for Professional Military Education (PME)/Civilian Education System (CES) faculty staff; 6) follow up sessions for any non-MTOE participant; 7) improvement of coaching procedures and developmental needs and recommended actions. 5.1.7. The audience for coaching shall include all Army leaders, including staff sergeant (SSG) through general officer (GO) and Army civilian leaders in the general schedule, national security personnel system, and senior executive service. The primary participants in MTOE units will be Army leaders in the ranks of staff sergeant to colonel (SSG COL). Contractor shall provide a written report to the government on a weekly basis detailing projected sessions for the following week, sessions completed the prior week, and unresolved problems to include inability to contact and or schedule intended recipients coaching sessions. 5.1.8. The anticipated coaching load is projected at a nominal rate of 350 hours per month of coaching sessions or equivalent sessions as specified in para. 5.1.6(7). Any hours not used during coaching sessions will be used for evaluating and making recommendations on MSAF coaching and developmental products. 5.2 The contractor shall ensure adequate training and qualification of coaches and that coaches perform coaching in a professional manner. Contractor shall deliver to the government a training and certification program applicable to all coaches working under this contract. The training program shall include developing a working knowledge of the MSAF program and system capabilities and completion of the Armys MSAF on-line training modules. 5.2.1. Contractor shall ensure that all coaches performing under any resultant contract have successfully completed the required training program. Contractor shall notify the government in writing that each coach performing under this contract has completed the approved training program prior to performing work as a coach. Note: The government considers the following specific coach characteristics to be essential to performance of the work specified in this PWS: accurate self-awareness, high level of professionalism, quality interpersonal skills, ability to build rapport, discretion, genuine authenticity/sincerity and active listening skill, understanding of current Army leadership doctrine and leader development policy; strong oral and written communication skills (telephone/email); strong counseling skills; and capability to successfully complete the required contractors coaching certification/training program. The coaching staff shall reflect the professional disciplines common to executive coaching professionals. The contractor may be required to submit individual resumes of prospective coaches to the government for review for quality assurance. The firm itself shall have experience with coaching leaders, managers and executives using 360 assessments and providing assistance on leadership improvements. Firms with coaching assistance programs should have the following characteristics: well respected and recognized coaches, coaches with 3 or more years of experience and associated degrees and accreditations, ability to customize coaching for specific program needs of MSAF, tailored coaching to fit the range of uniformed and civilian Army leaders, flexible times offered to accommodate availability of Army leaders to participate in coaching across worldwide time zones, results-oriented coaching, coaching tailored to individual needs of each leader, recommendations for improvement activities and advice for implementing and sustaining a self-improvement orientation. 5.3. Contractor shall track their MSAF processes and make recommendations to the Government for improving the efficiency and effectiveness of coaching delivery or other program issues. Bi-monthly progress meetings shall be conducted to review recommendations, organizational scheduling, coaching session schedules and program materials. The government anticipates that these meetings will be in-person at the governments site, Ft. Leavenworth KS. Improvements identified by the contractor and approved by the government shall be completed under provisions of paragraphs 5.1.6 and 5.1.8. 5.4. Contractors shall gather and provide data to assist with program evaluation, which will be conducted by Government personnel to assess coaching and program effectiveness. Data will be derived primarily from weekly schedule reports and bi-monthly progress reviews. 5.5 Option years. The work anticipated to be performed under any and all Option Years of this contract shall be identical to the work stated above. 6. PERFORMANCE STANDARDS. Coaches: 100% of coaches will maintain certification during period of performance. Coaching Sessions: For TDA and MTOE collection events 90% of coaching sessions will be completed within 30 days after collection events are completed. 80% of participants are satisfied with coaching received. As part of Quality Assurance the government will survey a portion of participating individuals to assess the effectiveness of the coaching sessions. SECURITY. The work will be unclassified, but sensitive. The assessment data and reports will be treated as personal, for official use only. Coaches shall sign non-disclosure statements to ensure information about each participant is kept confidential. The Period of Performance shall be for one base period of 12 months with the option to exercise two additional, 12 month option periods. Any award resulting from this RFP will be issued on Standard Form 1449 to the offeror whose proposal provides the best value to the Government and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Proposals are due no later than 12:00 pm CST, 22 July 2009. Proposals shall be submitted to: Missions and Installation Contracting Command (MICC), ATTN: Tammy Davis, 535 Kearney Avenue, Blockberger Terrace, Building 338, Rm 105, Ft. Leavenworth, KS 66027. Telephone communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
