- ARRA Project - THIS INVITATION FOR BID (IFB) IS AN 8(a) SMALL BUSINESS SET-ASIDE. The Government intends to award a Firm-Fixed Price Contract under Solicitation No. N40085-09-B-9412, ST201-02, ROOF REPLACEMENT AND EXTERIOR REPAIRS, ADMINISTRATIVE BUILDING 86, AT PORTSMOUTH NAVAL SHIPYARD, PORTSMOUTH, NH. The NAICS proposed acquisition is 236220. The size standard is $33,500,000.00.DESCRIPTION: ARRA Project - PWD Maine, Portsmouth Naval Shipyard, Portsmouth, NH. The work includes all the labor, material, equipment, transportation and supervision as required to remove existing roofing and flashing membrane, underlayments, sheet metal flashings from the roof surface and down to the existing roof deck on Building 86 at Portsmouth Naval Shipyard (PNS) located in Kittery, Maine. Install vapor barriers, insulation, membrane roofing and flashing systems and sheet metal flashings. Replace all existing roof drains and install new overflow scuppers at roof perimeters. Install walkways pads to provide access to mechanical equipment. Install copper cladding to penthouse walls and provide new sheet metal parapet caps. Restore existing copper framed skylights and remove and replace decorative copper cornice. Perform miscellaneous brick masonry repairs including brick replacement, re-pointing and cleaning. Remove and replace window perimeter sealants and repaint steel lintesThere are four options: Option 1 - Commander's Entrance; Option 2 -West Loading Dock; Option 3 - Remove and Replace Existing Basement Windows; Option 4 -Demolition of Ammonia Shed.Location of work is Portsmouth Naval Shipyard, Portsmouth, NH. Magnitude of Construction is between $1,000,000 and $5,000,000. Tentative date for issuing Invitation for Bid will be on or about July 16, 2009. The bid opening date will be on or about August 17, 2009 and will be stated in the solicitation document. Performance period will be 365 calendar days. Site visit information will be included in the solicitation. Plans will be available for inspection without charge at the Government Point of Entry. The GPE may be accessed via the Internet at http://www.fedbizopps.gov. An official plan holders list will be maintained on line and can be printed from the website. Notification of any changes to this solicitation (amendments) shall be made only on the Internet. It is therefore the contractor's responsibility to check the Internet site daily for any posted changes to the solicitation's plans and specifications. Bidders are advised that all contractors are required to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database.
