Description
The U.S. Army Contracting Command has a requirement to procure the necessary supplies and services to upgrade a complete Air and Missile Defense Planning and Control System (AMDPCS) solution for the AAMDC, Air Defense Artillery (ADA) Brigades (BDE), ADA Battalions (BNs)/Fires Coordination Centers (FCC) and ADA Batteries (BTRY) in Fiscal Year 09 and FY10. The anticipated contract type will be Cost Plus Fixed Fee issued to Northrop Grumman Mission Systems (NGMS), 1800 Glenn Curtis Drive, Carson, CA, 90746-2800 as a modification to the existing contract W31P4Q-07-C-0212. The Period of Performance (POP) of this effort will be for twelve (12) months. Pursuant to 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The expertise for the upgrade, fabrication, assembly, integration, testing, training, and delivery of the above requirement exists only within NGMS. With daily casualties continuing among US and coalition forces in Iraq and Afghanistan, the Army has identified critical organizational changes and is urgently implementing these changes for all units supporting the GWOT. These organizational changes tailor the Army forces to this unique environment in the GWOT. The AMDPCSs elements have deployed to Middle and West Asia in Support of the GWOT, and will continue to support the effort for the duration of the war. Functions performed by the AMDPCS include, receipt of multiple air situations and correlation into an integrated air picture, receipt and integration of National Asset intelligence data; interoperability with other Army AMD systems through the Air and Missile Defense Work Station (AMDWS) workstation link to all Army Battle Command Systems; interoperability with Joint Air and Missile Defense (AMD) forces through AMDWS link to the theater battle management core system and joint deployment systems employed by the Air Component Commander; ability to perform command and control of attached AMD forces, ability to protect friendly aircraft and avoiding collateral damage. AMDPCS command and control systems include Forward Area Air Defense Command and Control (FAAD C2). NGMS produced FAAD C2 and owns essential proprietary documentation for FAAD C2. NGMS is the only contractor that has produced and fielded the current configuration of the AMDPCS. NGMS produced/supported the fielding of the 32nd AAMDC in Fiscal Year 08, 69th ADA BDE in Fiscal Year 09, and 31st ADA BDE in Fiscal Year 09. Expertise for the fabrication, upgrade, assembly, integration, testing, and delivery of AMDPCS exist only within NGMS. By virtue of their experience as the only integrator of AMDPCS, they possess unique capabilities and in-depth knowledge. The uniqueness of the AMDPCS and the requirement for their fabrication, upgrade, assembly, integration, testing, and delivery preclude obtaining an alternate supplier for this requirement. NGMS expertise and experience is essential for providing the AMDPCS in support of GWOT. All responsible sources may submit a proposal which shall be given due consideration by the agency.
