- The US Fish and Wildlife Service Region 1/8 Office is seeking qualified contractors to provide labor and equipment to conduct Nest Colony Monitoring of Gull-billed Terns (Sterna nilotica vanrossemi) at San Diego Bay National Wildlife Refuge and Capture and Data Recovery of Federal Endangered California Least Terns (Sternula antillarum browni) at San Diego Bay and Tijuana Slough National Wildlife Refuges. This is a Performance Based Service Acquisition, Total Small Business Set-Aside under FAR Part 19. NAICS is 541620, Size Standard $7 million. Work under this contract will be performed in San Diego County, Service Contract Act wages apply. A fixed-price award for one year with four option years will be made based on Technical Capability, Past Performance and Price. Quotes must include the following items: 1) Pricing Schedule including unit price (Format of bid sheet is in Statement of Work), 2) Quoter's experience and Company experience as detailed in the solicitation, including verification of required Licenses and/or certifications, 3) Relevant Past Performance from the past three (3) years as detailed in the solicitation, 4) Include DUNS Number, 5) Offer must be signed, and 6) Representations and Certifications must be submitted (Note: Annual representations and certifications can be completed at Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. If not completed electronically, then FAR Clause 52.212-03; Offeror Representations and Certifications, found in the solicitation package, must be completed.) Please print the Standard form (SF)-1449. Quotes are due by 5:00pm on July 21, 2009.
