- The solicitation for this project will be posted on or about July 16, 2009 with proposals due on August 17, 2009. The set aside is HubZone. The cost for this project is estimated to be between $250,000 and $500,000. Description: Project is approximately 2000 ft of reconstruction and realignment of curve at MP 19.5 of Western Route Forest Road 53. Road 53 is double lane, paved, and striped. Work includes slope and finish staking, removal and disposal/recycling of asphalt, excavation and embankment, haul, placement, and compaction of base aggregate and haul, placement and compaction of asphalt pavement, and re-striping of new pavement. Aggregate and asphalt are commercially furnished items. Contractor will be required to post and maintain MUTCD-standard project safety signing. Road will be kept open to public travel; flaggers may be necessary during paving operation. Erosion control - silt fencing required at toe(s) of fill. Project is located on Forest Road 53 Western Route on the Heppner Ranger District: Note: all access routes are double lane and paved. From Pendleton: Proceed south on State Hwy 395 for approx. 50 miles to junction with State Hwy 244 and Forest Road 53. Turn right onto Rd 53 and proceed approx. 19 miles to project site. From Heppner: Proceed north on County road 678 (Willow Creek Road) to Cutsforth Park for approx. 17 miles to forest boundary at Cutsforth Park. Continue to follow Forest Road 53 for approx. 7 miles to project site. From La Grande (Interstate 84): From I-84’s Hilgard exit #254 proceed west on State Hwy 244 approx. 50 miles to junction with State Hwy 395 and Forest Road 53 – Western Route. Continue west on Forest Road 53 approx. 19 miles to project site.
