Description
The work is at Lower Monumental Dam on the Snake River. The work has two main components. The first component will consist of the following work in the Navigation Lock; Core drilling and installing rock anchors and drain holes in the interior navigation lock wall, removing large portions of concrete from the face of the navigation lock wall, capturing 100% of debris from the concrete excavation and safely disposing of the debris. Work includes installing crack meters and associated conduit and wiring. The second component is in the fill and drain culverts, work consists of saw cutting and concrete excavation, scaling loose aggregate, installing anchor bolts, installing either steel or composite mesh, and applying shotcrete or various other admixtures to the wall. The Contractor shall be granted two work periods to work in the lock chamber. The first work period shall be from January 2, 2010 to January 31, 2010. During this work period the Contractor shall accomplish the core drilling and anchor installation work as specified. The Contractor may work off floating plant (barge) in the lock chamber or from a crane-mounted work platform. The Government will regulate the water level in the lock at the level requested by the Contractor. 12-hour lock outages will occur from 6 AM to 6 PM Monday through Saturday during the first work period. The second work period shall be from February 22, 2010 until March 21, 2010. The navigation lock will be taken out of service from March 6, 2010 at 6:00 a.m. until March 20, 2010 at 11:59 p.m. The concrete removal operation shall be coordinated with the culvert repair operation to allow sufficient time for both operations, including 48 hours to dewater the lock, time for shotcrete curing, and 48 hours to rewater the lock. Solicitation No. W912EF-09-B-0014 will be posted to the FBO website on or about August 7, 2009. Bids will be opened no sooner than 30 calendar days after actual solicitation issuance date. The bid opening date will be contained in the solicitation and any solicitation amendments that may be issued. A site visit will be offered approximately 2 weeks after the solicitation is made available to bidders. See solicitation for details about the site visit. Solicitation is open to both large and small business concerns. NAICS code for this project is 237990, and the small business size standard is $33,500,000 average annual receipts. Estimated magnitude of construction is between $500,000 and $1,000,000.
