Description
The U.S. Department of Homeland Security, Office of Procurement Operations (OPO), on behalf of the Office of Policy, intends to negotiate a sole-source purchase order with American Association for the Advancement of Science (AAAS). AAAS sponsors science and technology fellowship programs of which DHS is one. These programs provide the opportunity for accomplished postdoctoral to mid-career scientists and engineers to participate in and contribute to the public policy making process of the federal government. This requirement will provide the prospective AAAS Fellow to provide the opportunity to demonstrate lessons learned through participation how scientific and technological information is used in federal policy making to demonstrate the value of science-government interaction, and to bring technical backgrounds and external perspectives to DHS. The Office of Policy uses a multi-disciplinary approach to address issues of homeland security. The Fellow will gain expertise in national security, federal response efforts, and guiding and contributing to homeland security policy programs. Responses to this notice must be received no later than 12:00 noon Eastern Standard Time Thursday, July 8, 2009. This notice of intent is not a request for competitive proposals or a solicitation of offers. However, firms that believe they can provide these services in their entirety must submit a written notification of interest and capability to the Contract Specialist by the date and time indicated. Determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
