- The Contracting Department, Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF), Code 400 intends to negotiate an unrestricted, sole source, contract with Northrop Grumman Systems Corporation DBA Northrop Grumman Marine Systems to provide post throttle modification testing of the Main Propulsion Turbines utilizing FAR Part 13.106-1(b)(1). Sole Source Justification document for Northrop Grumman Marine Systems applies as the only NAVSEA APPROVED source to provide post throttle modification testing. Award will be conducted under the provisions of FAR Part 13.106 and FAR Part 16.6. The prospective contractor must be registered in the Central Contractor Registration (CCR). The combined synopsis/solicitation shall be posted in FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N32253-09-R-0005. The solicitation documents and incorporates provisions and clauses in effect through FAC 2005-33 Change Notice 6/15/09 and DFARS Change Notice 20090115. It is the responsibility of the Contractor to be familiar with the applicable clauses and provisions.
