YOU MUST HAVE ADOBE ON YOUR COMPUTER TO BE ABLE TO READ "PDF" FILES. CAD DRAWINGS OR DWG FILES (you must have CAD software on your end in order to download and read the files). FULL SYNOPSIS WITH FACTORS AND OTHER INFORMATION. *******CONTAINS WEIGHTED FACTORS THAT MUST BE RESPONDED TO!************* THIS IS A SUPPLY IDIQ CONTRACT, WITH A BASE YEAR AND TWO (2) OPTION YEARS, FOR COMMERCIALLY AVAILABLE FABRICATED ITEMS. THIS IS A RE-ADVERTISEMENT OF AB133R-09-RP-0114. IF YOU WERE AN OFFEROR OF THE AFOREMENTIONED SOLICITATION (SNYOPSIS) YOU ARE STILL REQUIRED TO REVIEW (NEW FACTOR AND RESPONSE INFORMATION ADDED) AND RESPOND TO THIS SOLICITATION. FORMER SOLICITATIONS WILL NOT BE CONSIDERED. PLEASE SEE THE ATTACHED FILES FOR THE FULL DESCRIPTION OF THE PRODUCTS, STATEMENT OF WORK, SUBMISSION INFORMATION, PICTURES AND DRAWINGS, AND OTHER ADMINISTRATIVE DATA INVOLVING THIS SYNOPSIS. PLEASE READ THE SYNOPSIS AND ALL ASSOCIATED FILES CAREFULLY BEFORE YOU SUBMIT YOUR PROPOSAL. BRIEF DESCRIPTION OF ITEMS -- ATLAS Towers: 1. Provide all labor, materials and shipping to PMEL Seattle, WA of aluminum towers as specified below and as indicated on attached drawings: ATLAS Tower Big Leg. 2. All welding of tower components shall be done while attached to government furnished alignment jig. Two jigs will be supplied. Each jig will support one tower during assembly. Cost of shipping jigs to and from PMEL Seattle, WA. Will be paid by vendor. WT, approximately 300# per pair. 3. TOWER: The single bolt hole in each of the three tower feet must be bolted to the appropriate hole in the alignment jig using 1" diameter bolts tightened to a torque of approximately 90 LB.FT. The feet shall remain so attached during the assembly and welding of ALL components of the tower structure. This method assures the alignment of the towers to existing buoys that were built on identical jigs. Drilling of oversized holes, bending of components, etc, shall not be an acceptable method of adjusting a tower to fit on a government owned jig. TOWERS THAT DO NOT FIT ON THE GOVERNMENT OWNED JIGS LOCATED AT PMEL WILL BE REJECTED. 4. Towers shall be made entirely of type 6061-T6 aluminum with the exception of the Top Ring that may be made of 6063-T6 aluminum at the vendor's discretion. All welding shall be done with filler rod 5356 aluminum, be free of voids, and conform to AWS D2.1 current standard. Note: The tower drawings have a few pages missing, at least page 9 and page 10. These pages were purposely omitted and are not to be considered when submitting a proposal. See attached drawings and photographs. ATLAS Bridles: 5. Provide all labor, materials and shipping (to PMEL Seattle, WA.) for stainless steel bridles as specified below and as indicated on attached drawings: ATLAS bridle-00-0G-W, and associated drawings. All welding of bridle components shall be done while attached to government furnished alignment jig. Two jigs will be supplied. Each jig will support one bridle during assembly. Cost of shipping jigs to and from PMEL Seattle, Washington will be paid by vendor. Total weight per jig pair is 656 pounds. Attached is a PDF of 2 sets (each set comprised of 2 pieces bolted together) of jigs. The 2 stacked sets are 62 inches on a side and 4 feet tall, as stacked and shown in the photo. See attached drawings and photographs. 6. BRIDLE: The single bolt hole in each of the three tower feet must be bolted to the appropriate hole in the alignment jig using 1" diameter bolts tightened to a torque of approximately 90 LB.FT. 7. The feet shall remain so attached during the assembly and welding of ALL components of the tower structure. This method assures the alignment of the bridles to existing buoys that were built on identical jigs. BRIDLES THAT DO NOT FIT ON THE GOVERNMENT OWNED JIGS LOCATED AT PMEL WILL BE REJECTED. 9. Bridles shall be made entirely of type 316 stainless steel.
