Description
DRAFT REQUEST FOR PROPOSAL FOR COMMENTS - Strengthening Decentralization for Sustainability (SDS) Project THIS IS NOT A REQUEST FOR PROPOSALS. USAID/Uganda invites comments and suggestions from interested parties on the attached "DRAFT" request for proposal in order to enhance and further refine the final RFP. Comments and suggestions on, e.g., feasibility of the requirement including performance requirements, statement of work, data requirements, suitability of proposal instructions and evaluation criteria, will be appreciated and considered as we finalize the RFP but, may or may not be incorporated into the final RFP. USAID will not be able to respond to any questions or request for clarifications resulting from this presolicitation notice. The purpose of this contact is to improve the results and sustainability of decentralized service delivery, with initial emphasis on health and HIV/AIDS services, at Local Government levels in Uganda through: (1) improving coordination among all USAID supported partners at the district level, (2) strengthening the capacity of districts and sub-counties to plan, budget, implement/coordinate, monitor and evaluate decentralized services by efficiently utilizing the Government of Uganda’s administrative and fiscal decentralization framework, and (3) provision of grants to districts to complement resources needed for effective and efficient management of programs and services, and (4) facilitating strategic innovations to improve district leadership and sustainable financing of health, HIV/AIDS and other social sector services. It is expected that this activity will work in close partnership with the Ministry of Local Government, local governments, relevant line ministries, USAID implementing partners supporting district based activities and other key stakeholders supporting district activities. This activity is intended to eliminate duplication and improve complementarity among USAID supported partners and improve collaboration and communication with local governments and other stakeholders working at the district level. This activity will facilitate USAID implementing partners to ensure that their support to districts is timely, supportive of the district planning and budgeting processes and integrated into district development plans and budgets. Please DO NOT submit a proposal in response to this ‘draft” RFP; it WILL NOT be considered. USAID/Uganda requests all written comments be submitted to the attention of Bruce McFarland at bmcfarland@usaid.gov, Sam Nagwere at snagwere@usaid.gov and Geraldine Kyazze at gkyazze@usaid.gov by 4.00 pm (Kampala), Friday, July 10, 2009. Issuance of this draft RFP does not constitute and award commitment on the part of the U.S. Government to pay for costs incurred in the preparation, and submission of comments, and or suggestions. Furthermore, the Government reserves the right to defer issuance of an RFP of not to issue at all, if such action is considered to be in the best interest of the Government.
