Description
The US Army Medical Research Acquisition Activity proposes to award to Battelle Memorial Institute (BMI), 505 King Ave., Columbus, OH on a sole source basis, for services to conduct potency test on one lot of Heptavalent Equine Botulism Antitoxins to be tested: HE-BAT, Lot BIG-02. The BMI will conduct potency test for all 7 serotypes. It is critical for the government that testing be conducted with validated test methods in accordance with current Good Laboratory and Manufacturing Practices guidelines in manner that will minimize inter laboratory variance. Battelle Memorial Institute is the only laboratory in the US that has a history of testing of botulism antitoxins owned and stored by the US Army Medical Material Development Activity with developed validated tests of the antitoxin. Testing at various laboratories can introduce variability in the test results and render results open to interpretation. In order to minimize inter-laboratory variability, it is prudent to test the antitoxin at single laboratory repeatedly with validated methods. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. After the publication of this announcement for fifteen (15) days, solicitation W81XWH-09-T-0396 will be posted for five (5 days) at https://acquisition.army.mil/asfi/.
