Description
The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Canberra Industries, Inc. in Meriden, CT for the purchase of an Argos 4B Whole Body Contamination Monitor. The Environmental Health and Safety Division currently has a network of Canberra monitors to include three Argos 4B’s, five C7/PC’s, one PMW2, one APM3e, and one GEM5, with 3 SIRIUS 4B’s on order, located in various buildings throughout the campus. Most manufacturers have equipment that is unique and proprietary. Canberra is one of those companies. There are no other manufacturers in the industry that can network with our existing Canberra units. The monitors will be networked together to provide data that is required for monitoring and regulatory compliance. The network will use CRemote software for LAN control which has been developed specifically for the Canberra line of monitors. If a different manufacturer’s equipment were to be introduced to the existing network of personal contamination monitors, the instruments will not communicate effectively. The inability to communicate effectively will compromise the safety of NIST personnel and all other individuals that they come into contact with as false readings could be produced and the personnel could be carrying radioactive contamination from inaccurate results obtained from another type of monitor other than Canberra. The detectors within the units are required by regulation to be checked periodically to make sure they are working properly. NIST uses a calibration source that is made with Tc-99 radioactive material that has already been developed for testing the Canberra detectors. NIST also has a stock of replacement parts that includes detectors and pre-amps that are direct replacements for the Canberra equipment and can be interchanged with the existing equipment for immediate replacement should the part become defective to minimize necessary repairs to the existing fleet of personal contamination monitors. The introduction of any other manufacturer other than Canberra, would result in inaccurate readings between the monitors in the network, would require an additional expense to the Government to purchase replacement parts that are compatible to that specific manufacturers monitor, and would require the purchase and development of a new calibration source. Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 90 days after receipt of order. The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 10, 2009. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
