Description

For the procurement of (4) Automatic Petroleum Analyzer System, Must meet ASTM D 5771m D 5949 and D 5972 requirements for Cloud Point, Pour Point and Freeze Point respectively. Catalog # PSA-70S. (Pour Point Calibration Standard Cat # PPSTNDRD; Cloud Point Calibration Standard Cat # CPSRNDRD; Freeze Point Calibration Standard Cat# FPSTNDRD), for HQ AFPET/PTPL,Wright-Patterson AFB, Ohio. NAICS Code 334516, and Size Standard 500. This is a Sole Source procurement. Synopsis published for informational purposes only. Solicitation documents are not available. This proposed contract action is for procurement of a service for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The proposed source is Phase Technology, Richmond, BC, Canada V7A 5H8. This notice of intent is not a request for competitive quotations; however, the government will consider all quotations/responses received within four (4) days of the issuance of this notice. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Additional Notes: The freeze, pour, cloud analyzer integrates advanced multi-processor systems, an internal miniature cooler, and sensitive micro-detectors into one compact instrument. Highly specialized software and accessories are included within the self-contained instrument enabling automated operation, accurate handling and reporting of data, and no need for external chilling capability, while adhering to the following specifications; ASTM D-5773: Standard Test Method For Cloud Point of Petroleum Products (Constant Cooling Rate Method), ASTM D-5949: Standard Test Method for Pour Point of Petroleum Products (Automatic Pressure Pulsing Method), ASTM D-5972: Standard Test Method for Freezing Point of Aviation Fuels (Automatic Phase Transition Method). All three ASTM methods, 5773, 5949 and 5972 each specifically identify the PSA-70 Phase Technology instrument as the only known instrument capable of meeting the corresponding specifications.
